Early Warning System – AlertAR Program Approved
This Program seeks to implement a national public alert system based on cell broadcast technology.
Resolution 1387/2025 of the Argentine Communications Agency (ENACOM), published in the Official Gazette on November 20, 2025, approves the Specific Project Early Warning System – AlertAR and authorizes its financing. The purpose of the Project is to implement a national public alert system based on cell broadcast technology.
This technology enables transmitting massive, immediate, and geolocated messages to mobile phones, without requiring mobile data or the installation or subscription to specific applications. Resolution 1387 follows ENACOM Resolution 960/25, which establishes that cell broadcast technology is the appropriate means for disseminating the early warning system.
The objective of the Project is to finance the acquisition of active and passive infrastructure to improve the management of prevention protocols, extreme weather alerts, natural disaster notifications, and public safety warnings. The measure was requested by the Ministry of National Security.
The Project includes guidelines for a procurement procedure, providing for the execution of Collaboration Agreements between the Ministry of National Security and service providers. Resolution 1387 also designates an allocation of ARS 12 billion from the Universal Service Fund for financing the Project. Finally, ENACOM will be in charge of monitoring and overseeing its implementation.
