Argentina Authorizes Starlink to Operate W-Band Gateways

Through Resolution 372/2026, the Argentine Communications Agency (ENACOM) authorized Starlink Argentina SRL—on an exceptional basis—to operate certain W-band frequency segments for Fixed-Satellite Service gateway earth stations, even though those frequencies have not yet been allocated to that service in Argentina.

The authorization granted to Starlink is not broad: it is a specific and exceptional authorization, subject to compliance with several technical conditions. These include the obligation to adapt its operations to future applicable recommendations and regulations, the prohibition of causing harmful interference or claiming protection from interference caused by stations operating under the international framework, compliance with non-ionizing radiation limits, the adoption of specific measures to protect the radio astronomy service, and the requirement to conduct a new electromagnetic compatibility assessment if technical parameters or installation sites are modified.

From a regulatory perspective, the Resolution is relevant because it reflects ENACOM’s greater flexibility in supporting next-generation satellite deployments, even in frequency bands that have not yet been specifically allocated domestically to the relevant service, provided that there are sufficient technical grounds and compatibility with the applicable domestic and international framework.

The measure does not imply a general allocation of the W band or a liberalization of the use of those frequencies.
In practical terms, the Resolution may be a relevant precedent for future satellite projects requiring access to millimeter-wave or sub-THz bands, although it confirms that this type of authorization will continue to depend on case-by-case assessments and enhanced technical requirements.
