ENACOM Extends IMEI/IMSI Blocking to Provinces

Resolution 734/2026 of the Argentine Communications Agency (ENACOM), published in the Official Gazette on August 13, 2026, introduces amendments to the procedure governing the blocking of mobile terminal equipment and the identification of irregular IMEIs. The Resolution extends to provincial correctional facilities the procedure previously established for federal prisons under Resolution 300/2026 of the ENACOM.

The Resolution provides that:

• Mobile Communications Service Providers (PSCMs) must block the IMEI (the unique identifier assigned to each mobile device), the IMSI (the unique numerical identifier associated with a SIM card), and the corresponding mobile line of devices detected within detention areas or other public access-restricted areas of federal correctional facilities, as well as provincial facilities located in jurisdictions that choose to adhere to the procedure.
• Requests for such blocking measures will be communicated to PSCMs exclusively by the Argentine Ministry of Security.
• PSCMs must maintain records of all actions taken, ensure the integrity and traceability of the related information, and make such information available to users and/or competent authorities when required.
   

Accordingly, the implementation of the procedure at the provincial level will depend on the formal adherence of each provincial jurisdiction, while all blocking requests will continue to be centralized through the Ministry of Security.
