Lotteries: New Payment Method
The aim is that all gambling or betting activities within the jurisdiction of the Province of Buenos Aires are paid using means within the banking system.
Disposition 1/2026 of the Provincial Institute of Lotteries and Casinos (IPLyC), published in the Official Gazette of the Province of Buenos Aires on April 9, 2026, approves the regulations governing the use of electronic payment methods through interoperable QR codes for official agencies, racetracks, betting agencies, and gaming halls within the Province of Buenos Aires. This measure follows the IPLyC resolution issued on February 4, 2025, which authorized the use of electronic payment methods to place bets throughout the Province of Buenos Aires.
The new payment method consists of an agile verification system based on a quick response code (QR code) for placing bets. To operate under this system, bettors must have a digital wallet authorized by the Argentine Central Bank that allows payments via transfers using funds linked to a debit card and/or available account balance.
To implement this new method, the IPLyC approved regulations governing the use of electronic payment methods for placing bets through QR codes, and established the conditions, scope, and procedures for implementing them and operating in casinos, racetracks, betting agencies, and bingo halls.
The implementing of this payment method aims to:
- Improve control over the digital traceability of funds.
- Strengthen the prevention of tax evasion and money laundering in connection with gambling activities.
- Facilitate audits.
- Prevent the divestment of economic benefits deriving from social plans or programs.
- Promote the payment within the banking system of all games of chance and/or betting activities.
- Exercise more effective control to contribute to the prevention of gambling addiction, by establishing greater limitations that strengthen efforts to address compulsive gambling.
