New Fraud Prevention Regime for Immediate Transfers

New Fraud Prevention Regime for Immediate Transfers

Communication “A” 8473 of the Argentine Central Bank (BCRA), issued on September 3, 2026,  introduces new provisions to mitigate fraud in electronic payments. The provision  applies to financial institutions and payment service providers that offer payment accounts (PSPCPs).

Using information provided by the BCRA and information held in the Fraud Prevention Center, the administrators of immediate transfer payment schemes (AEP) must develop a fraud risk score, ranking, or similar measure for each natural person’s tax ID. AEPs must provide this score to the financial institutions and PSPCPs that originate immediate transfers, through a monthly updated file and an API[1] for querying the updated score.


Financial institutions and PSPCPs must use or incorporate the score in:
 

  1. the onboarding of new customers and the opening of accounts;
  2. transactional monitoring of all transfer types, for both originating and receiving customers;
  3. the periodic review of their account holder registry; and
  4. their risk management policies and procedures.


The compliance deadlines are:
 

  • For payment scheme administrators: 120 calendar days from the day the Communication was published.
  • For financial institutions and PSPCPs: 60 calendar days for onboarding, account opening, and registry review; and 90 calendar days for transactional monitoring, counted from the date the AEPs provide them with the score's technical documentation.


Non-compliance may give rise to the sanctions in articles 41 and 42 of the Financial Institutions Law 21526.
