New Tender to Privatize Highways and Road Corridors

The Federal Government launched a new process to award the operation of the South-Atlantic-South Access and Pampa Sections.

New Tender to Privatize Highways and Road Corridors

Resolution 1843/2025 of the Ministry of Economy, published in the Official Gazette on November 20, 2025, calls for national and international public bidding for building, operating, managing, repairing, expanding, conserving, maintaining, and providing services to users of the South-Atlantic-South Access and Pampa Sections of the "Federal Concession Network - Stage No. 2" Project. This process is carried out under Decree 97/2025, which authorized the privatization of Corredores Viales SA.

The contracts to be awarded will be governed by the Public Works Concession Law 17520, as recently amended by the Bases Law 27742, passed in 2024.
 

The bidding process comprises two items, covering the following sections:

  1. Item 1 – Southern-Atlantic-South Access Section: With a total length of 1325.17 km, it extends across central and southern Province of Buenos Aires. It is divided into three subsections:
  • South, with a total length of 870.55 km on federal roads 3 and 205,
  • Atlantic, covering 404.32 km along federal road 226,
  • South Access, comprising the Ezeiza-Cañuelas, Riccheri, and Jorge Newbery highways, with a total length of 50,30 km.
  1. Item 2 - Pampa Section: with a length of 546.65 km, it extends along federal road 5, connecting the city of Lujan, in the Province of Buenos Aires, and the city of Santa Rosa, in the Province of La Pampa.


The Resolution approves the bidding documents, the contract models, the general, particular and technical specifications, quotation forms, operating, infringements and penalties regulations, and their annexes (available on the CONTRAT.AR website, https://contratar.gob.ar/). The Resolution also appoints the members of the Concessions Commission, who will be in charge of evaluating the bids.

The bidding process is organized in a two-stage system, with an initial phase focusing on offerors’ qualifications and experience, and a second phase focusing on the economic proposals. The proceedings will be conducted through the CONTRAT.AR website. Through this platform, interested firms may consult the relevant terms and conditions and submit bids. Bids will be opened, and communications will take place between bidders and the bidding authority on the same website.

Queries regarding the bidding documents may be submitted until January 21, 2026, at 1:00 PM.

The deadline for submitting bids is February 6, 2026, at 12:00 PM.

Recently, on November 19, 2025, the Government awarded the Eastern and Connection Sections, which comprise the first 741 km of the Federal Concession Network, thus completing Stage 1 of the project.

Stage 3 is also planned to be carried out this year. The call for tenders for that Stage has not yet been issued.
