Province of Buenos Aires:
Disposition No. 12/2019 issued by the Provincial Directorate for Public Services of the Province of Buenos Aires on 04/15/2019, published in the Official Gazette on 05/03/2019
Approves the Manual that establishes the documentation, the procedures, the minimum contents, requirements and deadlines that must be fulfilled by those interested in the execution of renewable electric power generation projects in the province of Buenos Aires to obtain the approval of the projects, the authorization of construction and operation and therefore the inclusion in the promotion system established by Law No. 14,838.

Province of Chaco:
Legislative Approval No. 3001-R:
The Province of Chaco adheres to Federal Law No. 27,424 which establishes the “Promotion Scheme for the Renewable Energy Generation integrated to the Electric Public Grid”.

Province of Chubut:
Law No. XVII 141, issued on 03/21/2019 and published in the Official Gazette on 04/22/2019
The Province of Chubut adheres to the Federal Law No. 27,424 which establishes the “Promotion Scheme for the Renewable Energy Generation integrated to the Electric Public Grid”. Likewise, provides a tax exemption for users and distributed renewable energy generators, for the injection to the grid, and for all instruments subscribed within the framework of this Law and the Federal Law No. 27,424.

Resolution No. 1/2019 issued by the Secretariat of Renewable Resources and Electrical Market on 02/28/2019, published in the Official Gazette on 03/01/2019
Abrogates Resolution No. 19/2017 of the former Secretariat of Electrical Energy as from March 1, 2019 and establishes a new remuneration price for the generators that operate under this regime.

Resolution No. 81/2019 issued by the Secretariat of Energy on 03/07/2019, published in the Official Gazette on 03/08/2019
It calls for a national and international public bidding in order to sign a contract for the construction of the “500 kV Extra High Voltage Line Río Diamante E.S. - New Charlone E.S., 132 kV Electrical Substations and complementary works", which includes the electrical interconnection in 500 kV Río Diamante E.S. - Charlone E.S. and complementary works, and the subsequent provision of operation and maintenance services, under Law No. 27,328 and its Implementing Decree No. 118 issued on February 17, 2017 as amended, for the Public-Private Partnership Project called "Transmission Lines - Stage I: 500 kV Extra High Voltage Line Río Diamante E.S. - New Charlone E.S., 132 kV Electrical Substations and complementary works".

Resolution No. 2/2019 issued by the Secretariat of Renewable Resources and Electrical Market on 03/07/2019, published in the Official Gazette on 03/11/2019
It replaces the "Regulation of Access to Existing Capacity and Expansion of the Electric Power Transmission System", the "Transmission of Electric Power Through High Voltage" and the "Transmission of Electric Power by Trunk Distribution and by Non-Carrier Providers of the Technical Function of Electric Power Transmission". All these are annexes included within "The Procedures for the Programming of the Operation, the Dispatch of Charges and the Calculation of Prices" approved by the Resolution No. 61 dated April 29, 1992 of the former Secretariat of Electric Energy, as amended.

Resolution No. 7/2019 issued by the Secretariat of Renewable Resources and Electrical Market on 03/26/2019, published in the Official Gazette on 03/27/2019
It replaces: (i) annex III of the "Regulation of Access to Existing Capacity and Expansion of the Electric Power Transmission System " and appendix A of the "Special Regime for the Expansion of Electrical Transmission Systems through Trunk Distribution with Resources from the Provinces’ Special Fund for Electricity Development (“FEDEI”, after its Spanish acronym) or other Provincial’s Resources" of National Decree No. 2743 issued on December 29, 1992, included as Annex I of Resolution No. 2/2019 mentioned above; (ii) annexes II and III of Resolution No. 2/2019 mentioned above.

Resolution No. 230/2019 issued by the Secretariat of Energy on 04/26/2019, published in the Official Gazette on 04/30/2019
Modifies certain sections of Resolution No. 281/2017 issued by the former Energy and Mining Ministry, which approved the Corporate PPA Regime (MATER, for its Spanish acronym). Among other matter, Resolution No. 230/2016 allows the generators to request an extension of the scheduled commercial operation date informed when the priority dispatch was requested.

The Federal government will launch Round IV of the Renovar program before the end of the year, in a new bidding process that will include investments in infrastructure of the transmission grid, announced the Undersecretary of Renewable Energy and Energy Efficiency, Sebastian Kind.

 
“Province of Jujuy: the works for the construction of the first solar train of Latin America move forward” published by La Nación on 04/08/2019

The Provincial government is moving forward with the construction of the first tourist train based on solar energy in the country, which would also be the first in Latin America and the fourth in the world (after others that exist in China, India and Australia). The idea is that the train comes all the way from San Salvador de Jujuy to the city of La Quiaca.

The concessions of Edenor and Edesur, which provide the service of electricity distribution within the City of Buenos Aires and the Metropolitan Area of Buenos Aires stopped being subject to the jurisdiction of the Federal Executive power. “An agreement was reached with Edenor and Edesur regarding their debts with the Government, mainly accrued between 2006 and 2015, and the jurisdiction was transferred to the City and the Province of Buenos Aires”, informed the Ministry of Finance.

After the failure of the first bid, the Government approved a new call for bid and loosened up the payment conditions to encourage participants. The deadline to submit the bids is May 20.

Provincia de Buenos Aires:
Disposición N° 12/2019 de la Dirección Provincial de Servicios Públicos de la Provincia de Buenos Aires emitida el 15/4/2019, publicada en el Boletín Oficial el 3/5/2019
Aprueba el Manual que contiene la documentación, los procedimientos, los contenidos mínimos, requisitos y plazos que deberán cumplimentar los interesados en la ejecución de proyectos de generación de energía eléctrica a partir de fuentes renovables en la provincia de Buenos Aires para obtener la aprobación de los proyectos, la autorización de construcción y de operación y, por ende, la inclusión en el régimen de fomento establecido por la Ley N° 14.838.

Sanción legislativa Nº 3001-R
Adhiere a la Provincia del Chaco a la Ley Nacional Nº 27.424 de Régimen de Fomento a la Generación Distribuida de Energía Renovable Integrada a la Red Eléctrica Pública.

Provincia de Chubut:
Ley N° XVII 141 dictada el 21/3/2019, publicada en el Boletín Oficial el 22/4/2019
Adhiere a la Ley Nacional N° 27.424, que establece el “Régimen de Fomento a la Generación de Energía Renovable integrada a la Red Eléctrica Pública”. A su vez, exime del pago de impuestos y tasas a los usuarios y a los generadores de energía eléctrica distribuida generada a partir de fuentes renovables, por la actividad de inyección de energía, así como también a todos los instrumentos que se suscriban en el marco del cumplimiento de la presente Ley y la Ley Nacional N° 27.424.

Resolución N° 1/2019 de la Secretaría de Recursos Renovables y Mercado Eléctrico emitida el 28/2/2019, publicada en el Boletín Oficial el 1/3/2019
Deroga la Resolución N° 19/2017 de la ex Secretaria de Energía Eléctrica a partir del 1 de marzo de 2019 y establece un nuevo precio de remuneración para generadores que operan bajo este régimen.

Resolución N° 81/2019 de la Secretaría de Gobierno de Energía emitida el 7/3/2019, publicada en el Boletín Oficial el 8/3/2019
Llama a licitación pública nacional e internacional con el objeto de contratar la construcción de la Línea de Extra Alta Tensión 500 kV E. T. Río Diamante–Nueva E. T. Charlone, Estaciones Transformadoras y obras complementarias en 132 kV, que comprende la interconexión eléctrica en 500 kV E. T. Río Diamante–E. T. Charlone y obras complementarias, y la posterior prestación de los servicios de operación y mantenimiento, bajo el régimen de la Ley N° 27.328 y su decreto reglamentario N° 118, del 17 de febrero de 2017, y sus modificatorios para el Proyecto de Participación Público-Privada denominado “Líneas de Transmisión–Etapa I: Línea de Extra Alta Tensión en 500 kV E. T. Río Diamante-Nueva E. T. Charlone, Estaciones Transformadoras y obras complementarias en 132 kV”.

Resolución N° 2/2019 de la Secretaría de Recursos Renovables y Mercado Eléctrico emitida el 7/3/2019, publicada en el Boletín Oficial el 11/3/2019
Sustituye el “Reglamento de Acceso a la Capacidad Existente y Ampliación del Sistema de Transporte de Energía Eléctrica”, el “Transporte de Energía Eléctrica en Alta Tensión” y el “Transporte de Energía Eléctrica por Distribución Troncal y por Prestadores No Transportistas de la Función Técnica de Transporte de Energía Eléctrica”. Todos estos son anexos incluidos en los “Procedimientos para la Programación de la Operación, el Despacho de Cargas y el Cálculo de Precios” aprobados por la Resolución N° 61 del 29 de abril de 1992, de la ex Secretaría de Energía Eléctrica y sus modificatorias.

Sustituye (i) el anexo III del “Reglamento de Acceso a la Capacidad Existente y Ampliación del Sistema de Transporte de Energía Eléctrica” y del apéndice A “Régimen Especial de Ampliaciones de los Sistemas de Transporte de Energía Eléctrica por Distribución Troncal con Recursos Provenientes del Fondo Especial de Desarrollo Eléctrico del Interior (FEDEI) o con otros Recursos Provinciales” del Decreto N° 2743 del 29 de diciembre de 1992, obrante como Anexo I de la Resolución N° 2/2019 mencionada arriba; (ii) los anexos II y III de la Resolución N° 2/2019 mencionada anteriormente.

Resolución N° 230/2019 de la Secretaría de Gobierno de Energía emitida el 26/4/2019, publicada en el Boletín Oficial el 30/4/2019
Modifica ciertos artículos de la Resolución N° 281/2017 del ex Ministerio de Energía y Minería, la cual aprobó el Régimen del Mercado a Término de Energía Eléctrica de Fuente Renovable (MATER). A su vez, establece, entre otras cuestiones, la posibilidad de solicitar una prórroga respecto de la habilitación comercial informada en el momento de solicitar la prioridad de despacho.

El Gobierno nacional lanzará, antes de fin de año, la Ronda IV del programa Renovar, en una nueva instancia de licitación que incluirá inversiones en infraestructura de la red de transmisión, según lo anunciado por el subsecretario de Energía Renovable y Eficiencia Energética, Sebastián Kind.

 
“Jujuy: avanzan las obras para la construcción del primer tren solar de América Latina”, publicado por La Nación el 8/4/2019

El Gobierno provincial avanza con las obras para la construcción del primer tren turístico basado en energía solar del país, que también sería el primero en América Latina y el cuarto en el mundo, luego de otros que existen en China, India y Australia. La idea es que el tren llegue desde San Salvador de Jujuy hasta la ciudad de La Quiaca.

 
“Traspasan control de Edesur y Edenor de la Nación a la Ciudad y la Provincia”, publicado por Clarín el 08/05/2019

Las concesiones de Edenor y Edesur, que prestan el servicio de distribución eléctrica en la ciudad de Buenos Aires y el conurbano, dejaron de estar bajo la jurisdicción del Poder Ejecutivo Nacional. "Se llegó a un acuerdo con Edenor y Edesur por las deudas acumuladas por el Estado, mayoritariamente entre los años 2006 y 2015, y se traspasó su jurisdicción a la Ciudad y Provincia de Buenos Aires", informó el Ministerio de Hacienda.

Luego del fracaso de la primera licitación, el Gobierno aprobó en marzo un nuevo llamado y flexibilizó las condiciones de pago para sumar interesados. El 20 de mayo, vence el plazo para la recepción de solicitudes.
