An Advisory Committee is Created for the Development and Implementation of Secure Applications

Through Provision No. 06/2021, the Office of the President’s Chief of Staff established an Advisory Committee for the Development and Implementation of Secure Applications within the scope of the Federal Cybersecurity Directorate (operating under the Undersecretariat of Information and Communication Technologies of the Secretariat of Public Innovation).

Provision No. 06/2021 is framed within the Federal Cybersecurity Strategy, enacted by Regulation No. 829/2019 of the former Secretariat of Government Modernization (which states, among its objectives, the “[p]rotection and recovery of the [Federal] Public Sector’s information systems”), and other complementary regulations.

The Advisory Committee for the Development and Implementation of Secure Applications (hereinafter, the Advisory Committee) will advise both the Undersecretariat of Information and Communications Technologies and the Federal Cybersecurity Directorate on the drafting of guidelines and protocols containing  security principles and best practices in the development, procurement, and implementation of all application software used by federal agencies.

Provision No. 06/2021 acknowledges that the inclusion, from the outset, of security measures in all application software will reduce the chances of vulnerabilities that increase the risk of attacks on digital federal government infrastructures or compromise the personal data of individuals who use those systems.

Provision No. 06/2021 also specifies that the expert members of the Advisory Committee, listed in the Annex, will perform their duties on a temporary basis (that is, for a period of 180 days from the date of publication of the Provision in the Official Gazette). And they will do so pro bono and without any budgetary expenditure.
