Precursor Chemicals: List of Controlled Substances Updated
A new Decree expands the list of chemical substances subject to regulatory oversight.

Decree 128/2026, published in the Official Gazette on March 4, 2026, amends Decree 593/2019, which regulates Law 26045. The new Decree updates the list of chemical substances subject to the Argentine Registry of Chemical Precursors’ (RENPRE) regulatory oversight. Accordingly, the Decree replaces Decree 593/2019 Annex II with a new annex.
This amendment adds 56 new substances to the control lists in Annex II:
- Thirty-one substances included in List I: 1,4‑butanediol, 1‑Boc‑4‑piperidone, 1‑bromo‑2,4‑dinitrobenzene, 1‑bromo‑2‑nitrobenzene, 1‑Chloro‑2,4‑dinitrobenzene, 1‑chloro‑2‑nitrobcnzene, 1‑fluoro‑2,4‑dinitrobenzene, 1‑fluoro‑2‑nitrobenzene, 2‑chlorophenyl cyclopentyl ketone, 4‑piperidone, P‑2‑P methylglycidic acid and its esters (methyl, ethyl, propyl, isopropyl, butyl, isobutyl, sec‑butyl and tert‑butyl), seven esters of 3,4‑MDP‑2‑P acid (ethyl, propyl, isopropyl, butyl, isobutyl, sec‑butyl and tert‑butyl), Ethyl alpha‑phenylacetoacetate (EAPA), Methyl beta‑phenylacetoacetate, hydroxylamine, IMDPAM, and ortho‑methyl‑4‑AP.
- Twenty-one substances included in List III: butyl acetate, methyl acetate, pentyl acetate, propyl acetate, pentyl alcohol and its seven structural isomers, propyl alcohol, sec‑butyl alcohol, tert‑butyl alcohol, cyclohexane, cyclohexene, styrene, isopropyl ether, ethyl formate, sodium metabisulfite, tetrachloroethylene, carbon tetrachloride, turpentine, and propionyl chloride.
