New Regulation on Domain Names

On September 11, 2019, the Legal and Technical Secretariat issued Resolution No. 43/2019 which approves a new Regulation for the Administration of Internet Domains in Argentina (the “Regulation”).

The main changes of the new Regulation, as compared with the former regulation, are:

1. The minimum amount of characters that a domain name may include are now one (character) instead of four (4) characters allowed under the previous regulation;
2. NIC Argentina, the entity responsible for the administration of country code domain names ".ar", is authorized to apply any grace period for renewal of domain names when there are technical reasons that justify granting such extension.;
3. Residents and non-residents users: Resident users must operate through NIC-Argentina’s platform through any of the Tax Identifications (CUIT/CUIL/CDI) with a Fiscal Code Level 2 or higher, while non-resident users must have an identification number “ID” provided directly by NIC Argentina;
4. Any NIC Argentina user may designate representatives to operate domain names on the owner’s behalf,
5. Recognizes the right of the domain owner´s successors to request the transfer of the domain name to their name in the event of the death of the owner; and,
6. Updated information: on an annual basis, users of the NIC-Argentina platform must update any information regarding their identity or the registration of a domain.
