Updates on Cybersecurity: second national cybersecurity strategy

Resolution 44/2023 was published in the Official Gazette on September 1, 2023, creating the second national cybersecurity strategy. Among others, the Resolution establishes peace and security in cyberspace, international cooperation, strengthening of socioeconomic development, and gender and human rights perspective as guiding principles.

Further, the Resolution sets objectives for the national cybersecurity strategy, among others:

    • Strengthening the institutional system for addressing cybersecurity issues at the federal level.
    • Protecting national critical infrastructures.
    • Strengthening the prevention, detection, and response capabilities.
    • Developing the regulatory framework.

In turn, the Resolution creates the Cybersecurity Management and Cooperation Unit within the Undersecretariat of Information Technologies of the Secretariat of Public Innovation and states that this entity will:

    • Develop programmatic plans for awareness and education, which seek to expand cybersecurity training activities.
    • Raise proposals for updating the regulatory framework on cybersecurity.
    • Strengthen links with academic institutions to promote research in cybersecurity and to foster the development of innovation projects.

Finally, the Resolution establishes the actions the Executive Unit of the National Cybersecurity Committee—created through Resolution 829/2019—will have to carry out to facilitate the development of the National Cybersecurity Committee activities.
