Facial Recognition in the City of Buenos Aires
The City of Buenos Aires has implemented a system that uses biometric records to identify fugitives.

On April 24, 2019, the Ministry of Justice and Security of the City of Buenos Aires issued Resolution No. 398/2019, which implemented the Fugitive Facial Recognition System (the "Recognition System").
The objective of the Recognition System is to recognize the faces of people sought by the authorities as a result of a court order that have been registered in the Databases of the National System of Transgressions and Captures of the Recidivism Registry of the Ministry of Justice and Human Rights.
The Recognition System was developed as a tool within the Video Surveillance System of the City of Buenos Aires, which is regulated by Law No. 5,688. This system incorporates the principle of proportionality and reasonableness, under which the system can only be used when appropriate in a specific situation, and minimal intervention should always be sought.
In addition, Resolution No. 398/2019 provides that the Secretariat of Justice and Security of the Ministry of Justice and Security is the authority in charge of issuing the complementary regulations necessary for the effective implementation of the Recognition System, and that the Ombudsman Office of the City of Buenos Aires will audit its operation.
