New Private Initiatives Database for Public Works

The Ministry of Economy set up a Private Initiatives Database for infrastructure and public utilities projects and approved procedures for implementing it.

New Private Initiatives Database for Public Works

Resolution 11/2025 of the Ministry of Economy, published in the Official Gazette on January 16, 2025, created the Private Initiatives Database for infrastructure projects and public utilities. This Database was established under Decree 713/2024, which approved the Private Initiative Regime for contracts governed by the Public Works Law 13064, the Public Works Concession Law 17520, the State Reform Law 23696, and the Public-Private Partnership Contracts Law 27328.

The Private Initiatives Database will be available on the website of the Ministry of Economy and will include this information:

1.    identification of the promoter,
2.    submission date,
3.    name of the project,
4.    sector to which the project corresponds,
5.    status of the proceedings,
6.    initiative file, including a summary of the project,
7.    reports issued by competent authorities.

Once a Private Initiative has been submitted, it must be forwarded to the General Directorate of Documentary Management, Transparency, and Access to Information to register the project in the Private Initiatives Database. Then, the information must be published. Any change in the status of the initiative must be reported to keep the registry updated.

The Legal and Administrative Secretariat of the Ministry of Economy may issue further regulations for implementing Resolution 11/2025.

This measure has been adopted in accordance with the Government's promotion of the development of infrastructure projects financed by the private sector, in line with the provisions of the Bases Law 27742, and tends to increase transparency and publicity of projects of public interest.
