Federal Electricity Transmission Trust Fund Dissolved

Through Decree 234/2025, published in the Official Gazette on March 31, 2025, the Executive Branch ordered the dissolution of the Federal Electricity Transmission Trust Fund, originally established through Resolution 657/1999 of the Secretariat of Energy (SE).

The trust fund was created to finance infrastructure the SE identified as expansions of the Electric Power Transmission Network, if such works involved high-voltage transmission intended to supply electricity demand or interconnect electrical regions, to improve service quality and ensure greater demand reliability.

The trust fund's revenues derived from a percentage of the surcharge applied to tariffs distribution companies and large users paid for purchases made in the Mercado Electrico Mayorista (Wholesale Energy Market).

The Decree provides that such percentage must be allocated to the Argentine Electric Energy Fund, under the SE’s responsibility. The SE must administer and allocate it to projects that pursue the same objectives as those originally established for the trust fund. Those contracts the trust fund currently has under execution will continue under the same contractual terms and conditions, and the SE will assumed them through the department it designates.

Additionally, any disbursements that credit or development agencies make to the trust fund will be transferred to the account the SE indicates, for extinguishing said loan agreements under the scope of the Secretariat of Finance of the Ministry of Economy.

Finally, the Decree provides that trustees’ obligations will remain in force to ensure the coordination, information management, and execution of acts related to the administration of the dissolution and subsequent liquidation of the trust fund.
