Argentine Cybersecurity Strategy

Resolution No. 829/2019 (the “Resolution”)was issued within the framework of Decree No. 577/2017, which created the Cybersecurity Committee (more information here). The purpose of the Resolution is to provide a safe context for the use of cyberspace by public and private individuals and organizations, by developing preventive actions, detention, response and recovery actions against cyber threats in a coherent and structured way, and by developing an adequate regulatory framework.

Annex I of the Resolution provides that the abovementioned actions will be conducted in a context of coordination and cooperation between the Argentine Public Administration, other nations, the administrations  of the provincial jurisdictions and the City of Buenos Aires, as well as municipal governments, the private sector, non-governmental organizations and academic entities.

In addition, the Resolution lists the guiding principles of Cybersecurity: (i) respect for individual rights and freedom, (ii) leadership, capacity-building and federal strengthening, (iii) international integration, (iv) culture of cybersecurity and shared responsibility and (v) strengthening of socio-economic development.

It also establishes the objectives of the Argentine Cybersecurity Strategy, which are: (i) awareness of the safe use of Cyberspace, (ii) training and education in the safe use of Cyberspace, (iii) development of the regulatory framework, (iv) capacity building of prevention, detection and response, (v) protection and recovery of information systems of the Public Sector, (vi) promotion of the cybersecurity industry, (vii) international cooperation, and (viii) protection of the critical national information infrastructures.

Finally, Annex II of the Resolution establishes the functions of the executive unit of the Cybersecurity Committee.
