Argentine Technology Goods and Services Inventory
The Argentine Technology Goods and Services Inventory and its regulation were created and approved, respectively, through Decision No. 5/2021.

On January 21, 2021 Decision No. 5/2021 (the “Decision”) was published in the Official Gazette. This Decision created the Argentine Technology Goods and Services Inventory (the “Inventory”), which is aimed at establishing a unified registry of the technology goods and services that are in possession of or have been developed/contracted by the Argentine Public Sector (Section 8 of Law No. 24,156). Moreover, the Decision approved its regulation (the “Regulation”).
The Decision appoints the Argentine Office of Information Technology (“ONTI”), of the Secretariat of Public Innovation, as the Controlling Authority of the Regulation. Additionally, the ONTI has the following tasks and powers:
- To administrate and keep the Inventory updated.
- To define the scope of the goods and services that will be part of the Inventory.
- To design, outline, update and modify, when applicable, the terms of the “TIC Inventory Affidavit” that must be submitted by the entities and jurisdictions of the Argentine Public Sector through the Electronic Document Management system (“GDE”).
- To require and urge the entities and jurisdictions subject to the Decision to comply with their obligations.
- To make recommendations to the President’s Chief of Staff following the results arising from the creation of the Inventory.
On the other hand, entities and jurisdictions governed by the Decision must inform on an annual, mandatory and detailed basis, before March 30 of each year, the assets and services to be included in the Inventory as of December 31 of the previous year, independently of whether the goods or services were acquired free of charge or for a price, or if their incorporation is temporary or permanent.
Lastly, those entities must appoint their “TIC Referents” and notify the ONTI accordingly, who will be responsible for the submission of the affidavit, as well as for the compliance of their obligations and duties.
The Decision entered into force on January 22, 2021.
