NationalResolution No. 54/2012 enacted by the Federal Mining Secretary on 11/27/2012 (published in the Official Gazette on 12/05/2012)

This resolution approves the “Rules for the application of Resolutions 12/12 and 13/12 issued by the Mining Secretary of the Ministry of Federal Planning, Public Investment and Services.” This Regulation provides that the owners of mining projects registered within the regime of Law No. 24,194 must submit to the Grupo de Trabajo de Evaluación Técnica Minera (Mining Technical Assessment Working Group) a report on the goods and supplies demanded, specifying: supplying periods, quantity, method of contracting, costs, transport, and the regulations that apply to the goods and services required. The information must be presented in the format provided by this resolution, and filed with the Federal Mining Office. If it is not possible to purchase national goods and services, this impossibility must also be informed and proved. The Working Group must issue a report within 30 days with regards to the viability of the submission and the degree of fulfillment of the import substitution plans. The Working Group will send its report to the enforcement authority, which will make the final decision to approve the proposals.
