Recently, the Argentine Ministry of Security issued Resolution 1107-E/2017 (the “Resolution”), which created the Committee on Response to Information Security Incidents (the “Committee”).

The Resolution emphasizes the current increase in threats and cyberattacks, and stresses that economic development, the provision of essential services, citizens’ welfare and the correct functioning of government entities are all highly dependent on cybersecurity. Furthermore, it refers to Resolution AG/RES 2004 (XXXIV-O/04) of the Organization of American States and the Program about Global Cybersecurity of the International Telecommunication Union.

The Committee will be comprised of 8 agents from the federal security forces, which will work in rotating shifts 24 hours a day and 365 days a year. The Federal Police, the Argentine Border Patrol, the Naval Prefecture and the Airport Security Police will each name two agents to participate in the Committee. Their coordinator will be designated by the Minister of Security.

The objectives of the Committee are to coordinate responses to harmful or illicit uses of the Ministry of Security’s technological infrastructure, networks or systems, to collaborate in the protection of the Ministry of Security’s critical infrastructure, to foster the security of telecommunications networks, to raise awareness of the importance of information security, to promote best practices in information security, incident prevention and incident response, and to collaborate in security issues in response to growing global threats.

In addition, the Resolution states that the Committee will operate in accordance with Decree No. 577/17. Decree No. 577/2017 created the Cybersecurity Committee, which was tasked with developing an Argentine Cybersecurity Strategy (see Cybersecurity Committee).
