Registration of New Plant Varieties Now Simplified
The Argentine Institute of Seeds modified and simplified the requirements for registering new plant varieties before the Argentine Registry of Cultivars.

The Argentine Institute of Seeds (INASE) issued Resolution 49/2025, in line with the process of deregulation and transformation of the State that the current administration has been carrying out. The Resolution modifies and simplifies the process of obtaining and maintaining the marketing authorization granted by INASE.
The main changes include:
- It is no longer mandatory to carry out comparative yield tests for registering new varieties of these cultivars: cotton, rice, sunflower, corn, soybeans, sorghum, bread wheat, noodle wheat, alfalfa, and malting barley. INASE Resolutions 108/97, 307/97, and 118/98, which established this requirement, are therefore repealed.
- Applicants or their legal representatives must be registered before the Argentine Registry of Marketing and Inspection of Seeds (RNCyFS) in the following categories: “A” (plant breeder) and/or “B” (plant introducer).
- It will no longer be necessary to certify through Notary Public the signatures of applicants and/or their legal representatives, and of the agricultural expert regarding the documentation to apply for registration of a new variety before the Argentine Registry of Cultivars.
A document signed by the agricultural expert that supports the technical information filed regarding the variety to be registered must be attached to the application.
- As of February 13, 2025, applicants must appoint and register, at least, one maintainer of the varietal purity for the varieties of the following crops that have been put into public use before June 1, 2025: alfalfa, cotton, rice, peas, oats, barley, chickpeas, peanuts, potatoes, wheat, and soybeans.
For these varieties that will be put into public use after June 1, 2025, the applicant will have to appoint and register, at least, one maintainer of the varietal purity within 30 calendar days after the breeder's right expires.
Failing to appoint and register, and/or renew the registration of, at least, one maintainer of the varietal purity for said varieties will result in the cancellation of their registration before the Argentine Registry of Cultivars.
