Imports of Used Capital Goods Streamlined
The Government eliminated the Certificate of Used Goods Imports and authorized importing used capital goods for key sectors to access essential equipment.

Through Decree 273/2025, published today in the Official Gazette, the Government amended Resolution MEyOSP 909/1994, easing the process for importing used machinery and equipment.
The Decree eliminates the Certificate of Used Goods Imports (CIBU), which had been a requirement for over 30 years. Accordingly, any pending CIBU applications will be rendered null and void. It also reduces the scope of restrictions on the imports of certain used goods. This regulatory relaxation benefits sectors such as agriculture, energy, oil and gas, and printing.
Importers, however, will have to submit a sworn statement certifying that the imported goods are not waste and that they are not intended for energy recovery or final disposal. This is a compulsory requisite for importing them.
This measure seeks to streamline and lower the cost of access to essential industrial goods, to enhance competitiveness and foster the development of key productive sectors.
