Program for Accompanying the Leave of Young People Without Parental Care Now Regulated
The Decree modifies the Program to make it more widely known, so that more persons can be referents for the young people and adolescents included in it.

Decree 732/2023 was published in the Official Gazette on December 8, 2023, amending the regulation of Law 27364. This law, enacted on May 31, 2017, had created the Program for Accompanying the Exit of Adolescents and Young People without Parental Care. The Program seeks to ensure the full social inclusion of young people and adolescents, so that they can reach their maximum personal and social development.
Now, the Decree establishes the program's guidelines and makes some modifications. The most relevant ones are related to the wider dissemination of the policy, so that more people can be designated as referents.
The purpose is to ensure that every adolescent and young person who is undergoing or has undergone a measure of separation from their family group is effectively aware of the contents of the program and receives the necessary information regarding their rights. To this end, the Enforcement Authority, in coordination with the competent authorities of each jurisdiction, must:
(i) carry out a systemic plan disseminating the Program especifically to adolescents who lived or have lived in residential care facilities,
(ii) create instances for disseminating the Program aimed at care facilities; technical teams of Childhood, Adolescence and Youth areas of the Provinces and of the Autonomous City of Buenos Aires; others involved in the system for protecting the rights of children and adolescents; and society as a whole.
Finally, the Decree establishes that the Authority of Application will promote instances of effective participation, so that adolescents and young people can actively participate in the monitoring and evaluation of public policies and make contributions to improve the Program.
