Identity Controls in Online Gaming Strengthened
Mandatory implementation of biometric validation and facial recognition systems will be compulsory for online betting players.
Resolution 1504/2025 of the Provincial Institute of Lottery and Casinos (IPLyC) of the Province of Buenos Aires, published in the Official Gazette on December 22, 2025, establishes new requirements for registering users on online gaming platforms. The measure aims to strengthen control mechanisms, prevent minors’ access, and combat the use of fake profiles within the digital betting ecosystem.
The Resolution was issued within the framework of Law 15079, which regulates online gaming activity in the Province of Buenos Aires. It reinforces public policies aimed at protecting children and adolescents from compulsive and problematic gambling.
The main provisions of the resolution include:
- Mandatory biometric validation: licensed operators must implement, at their own expense, a player identity verification mechanism based on biometric data, including proof of life and facial recognition, both at the time of registration and at any additional stages established by the applicable regulations.
- Prevention of access by minors and false profiles: the new system seeks to ensure proper identification of users, guaranteeing compliance with the legal prohibition on participation by persons under 18 years of age and preventing identity fraud.
- Minimum technical requirements: platforms must comply with the mandatory minimum requirements established in a Technical Annex, which forms an integral part of the resolution and details the standards that biometric validation systems must meet.
- Implementation deadlines: licensees will have 60 days from notification of the technical regulations to implement the system. This term may be extended by means of a duly grounded resolution.
Through this measure, the Province of Buenos Aires seeks to strengthen the regulatory framework applicable to online gaming, prioritizing transparency, user traceability, and the protection of vulnerable groups from the risks associated with digital games of chance.
