Changes in the Imported Goods Identification Regime

Through General Resolution 5581/2024, published today, October 9, 2024, in the Official Gazette, Resolution 2522/1987 of the former Argentine Customs Administration was repealed. This Resolution regulated the identification regime for imported goods known as “tax stamping,” which required certain goods to show tax stamps adhered to them to demonstrate that the goods had lawfully cleared customs.

General Resolution 5581/2024 established the “Digital System of Product Identification,” which will be the new imported goods identification regime and will use digital/electronic registrations. The regulation refers to the dedicated micro-website within the Federal Tax Authority website (www.afip.gob.ar) to determine the goods subject to identification and their registration processes.

This regulation specifically sets a mandatory electronic registration—it used to be an alternative to the “tax stamping”—of the IMEI number in the “Digital System of Product Identification” for cellphones and smartphones.

The new regime will come into force on October 10, 2024. Ongoing “Tax stamping” procedures will still be regulated by Resolution 2522/1987 of the former Argentine Customs Administration.
