Universal Service Trust Fund Dissolved
The measure followed irregularities and a lack of justification in the fund's management.

Through Decree 6/2025, published in the Official Gazette on January 3, 2025, the Executive Branch ordered the dissolution of several trust funds, including the Universal Service Trust Fund, created through article 21 of the Information and Communications Technologies Law 27078 (Argentine Digital Law).
The Universal Service Trust Fund had been established to finance the development of Information and Communications Technologies (ICT) and ensure network neutrality. Its funding came from investment contributions made by ICT service licensees, equivalent to 1% of the total income accrued from the provision of these services, excluding taxes and fees.
As mentioned in the recitals of the Decree, the public policy of ensuring access to the Universal Service remains in effect and, therefore, the licensees’ obligation to make investment contributions continues.
In this regard, Resolution 3/2025 of the Argentine Communications Agency, published in the Official Gazette on January 15, 2025, resolved that, until completing the fund’s dissolution and liquidation, the procedures for affidavits and contribution payments implemented by said entity remain in force.
Finally, the Decree established that trustees’ obligations will remain in effect, to ensure the coordination, production of information, and execution of acts related to the administration of the fund’s dissolution and subsequent liquidation.
