Argentine Digital Agenda Created

A new framework for digital development in the Argentine Republic was established by Decree No. 996 /18.

Argentine Digital Agenda Created

On November 2, 2018, the Argentine Executive issued Decree No. 996 /2018 (the "Decree")., which approved the bases for the Argentine Digital Agenda, to redefine the existing institutional framework and set new foundations for digital development in Argentina. This initiative is a response to the current international context, and the need to define a development strategy that maximizes the benefits of digitization. It is also a road map that takes part of the obligations for the Organization for Economic Cooperation and Development (OECD) to evaluate the country's income as a member state.

In order to achieve this, the Decree established eight objectives on which the Argentine Digital Agenda proposes to move forward: I) Promoting legal frameworks to take advantage of digital opportunities, contemplating appropriate treatment of public and private information; II) Facilitating the development of infrastructure and accessibility that connects everyone intelligently; III) Promoting literacy as a driving force for inclusion; IV) Developing an efficient and effective Government, oriented to the citizen, with values ​​of openness and transparency; V) Promoting digital education to improve the employability of citizens in the future; VI) Promoting the economic development of the country through digital development, through a quantitative and qualitative jump in productivity and competitiveness; VII) Developing cybersecurity skills to generate trust in digital environments; and VIII) Promote the international prominence of Argentina in the digital transformation process (together, the "Objectives").

In turn, the Objectives are based on five main areas that the Argentine Digital Agenda should include: the regulatory framework, infrastructure, education and digital inclusion, the digital economy and digital government, which contain various lines of action to achieve digital transformation in Argentina.

This Decree created a Planning and Monitoring Council of the Argentine Digital Agenda, comprised of the heads of the Ministry of Production and Labor, the Ministry of Education, Culture, Science and Technology, the Ministry of Foreign Affairs and Worship, the Modernization Government Secretariat, the Labor and Employment Government Secretariat, the Agroindustry Government Secretariat and the Government Secretariat of Science, Technology and Productive Innovation. The Planning and Monitoring Council is responsible for defining the Argentine Digital Agenda, establishing the strategic guidelines and agreeing on the management priorities of the different government agencies.

Lastly, the Decree constitutes an Executive Board composed of a representative from each participating division of the Planning and Monitoring Council. The Executive Board is responsible for preparing and executing the annual action plan of the Digital Agenda Argentina, which includes the enforcement of concrete work plans and projects, and reporting on progress in meeting established objectives.
