New Registry for Audiovisual Communication Services and Signals Enabled to Broadcast Electoral Campaign Messages

The aim is to distribute the guidelines for broadcasting electoral campaign messages among political parties participating in the elections to assure transparency.

New Registry for Audiovisual Communication Services and Signals Enabled to Broadcast Electoral Campaign Messages

The Argentine Communications Agency (ENACOM) issued Resolution No. 1025/2023, published on July 10, 2023, creating the Registry of Audiovisual Communication Services and Signals Enabled to Broadcast Electoral Campaign Messages.

Within the framework of the Political Party Funding Law No. 26215, the Audiovisual Communications Services Law No. 26522, and the Decree No. 1142/2015, the main purpose of the Registry will be to verify the conditions of fairness in the listing of TV and radio services enabled by ENACOM, and their broadcasting times. This will allow the distribution of the guidelines for broadcasting electoral campaign messages among the political parties participating in the general elections, to assure electoral transparency.

Pursuant to Decree No. 1142/2015, ENACOM will provide the preliminary list of the audiovisual communications services, the national signals registered (excluding signals of contents for children), and the self-generated subscription services signals. This subscription must state commercial/artistic service ID, company name, tax ID, legal address, service type and/or class, coverage area, and schedule time, as well as technical specifications of the required standards for broadcasting electoral campaign messages.

The preliminary list will be sent to the Argentine Electoral Agency (AEA) to be published on its website for service providers and political parties to contest. Once contests are resolved, the final list will be published. For the primary, free, simultaneous, and mandatory elections, the AEA issued the definitive list in due time.

The Resolution determines 180 days to implement the Registry.
