Ministry of Security Approved Federal Plan for Prevention of Technological Crimes and Cybercrimes

Resolution No. 977/2019 established a Federal Plan for the Prevention of Technological Crimes and Cybercrimes, with the aim of having the appropriate personnel, technology and regulations necessary to combat cybercrimes by 2023.

Resolution No. 977/2019 (“Resolution”), that is part of the National Cybersecurity Strategy (for more information https://www.marval.com/publicacion/estrategia-nacional-de-ciberseguridad-de-la-republica-argentina-13372&lang=es) authorizes the Cybercrime Investigation Directorate to develop and coordinate the 2019-20123 Federal Plan for the Prevention of Technological Crimes and Cybercrimes (“Federal Plan”), issue its explanatory and complementary rules, design the guidelines, supervise its implementation and propose agreements with the organizations involved, recognizing the progress and quantity of crimes that technologies use as a means or end to the objectives to be attacked, with a transnational reach.

Annex I in Chapter I establishes the guiding principles of the Federal Plan, which are: i) respect for individual rights and freedoms; ii) the conduct and articulation by the Ministry; iii) staff capacity building; iv) crime prevention; v) international integration with other international forces and agencies; and vi) the shared responsibility between public and private sectors.

For its part, Chapter II establishes the Strategic and Specific Goals of the Federal Plan and the general actions to be followed:

  1. Federal Anti-Cybercrime Coordination: creation of the Cybercrime Attention and Response Center, creation of the Federal Cybercrime System;
  2. Strengthening training
  3. Updating the regulatory framework
  4. Increase in forensic capabilities: creation of the Digital Forensic Experts Generation Course and creation of the Digital Forensic Experts Registry;
  5. International Cooperation
  6. Childhood protection
  7. Awareness and prevention action
  8. Private Public Cooperation: increase cooperation with service providers and companies in information and communications technologies.
  9. Advisory Commission: Creation of the Ad-Honorem Advisory Commission formed by civil society organizations, private sector and experts with recognized trajectory and prestige.

Likewise, the Advisory Commission will be responsible for monitoring the implementation of the initiatives incorporated into the Federal Plan.

Finally, it invites the provinces, the City of Buenos Aires and the municipalities to adhere to the Federal Plan.
