Program for Persons Facing Housing Vulnerability

The City of Buenos Aires launched a program to provide financial assistance and social support to people who are homeless or at risk of losing their homes.

Program for Persons Facing Housing Vulnerability

The City of Buenos Aires Legislature passed Law 6935, which creates the Support Program for Persons in Vulnerable Housing Situations. Its goal is to provide temporary housing solutions to city residents through non-remunerative, non-transferable, and unseizable monthly financial benefits and social support services.

Following this new Law, aid will be initially granted for a period of up to 12 months, and it may be extended according to what the enforcement authority assesses. Eligible recipients include City of Buenos Aires residents who are homeless or at imminent risk of homelessness, whose income does not exceed the family food basket (CBT), and who do not own real estate or receive other housing subsidies. In cases of extreme vulnerability, the law allows granting provisional admission and emergency payments even if recipients do not have all the necessary documentation.

The benefits will be updated every six months according to the rental prices surveyed by the City of Buenos Aires Statistics Agency (IDECBA) and may be used for accommodation, City of Buenos Aires Housing Institute (IVC) credits, or to obtain a stable housing solution, including the option single payment. The law also establishes interdisciplinary territorial mechanisms to support beneficiaries and facilitate their autonomy.

Law 6935 became enforceable on December 23, 2025, the date it was published in the Official Gazette. Decree 690/06 will continue to apply transitorily, until the Law’s implementation regulations are issued.
