Federal Road Concession Network Bidding Process

The Federal Government is advancing with the bidding process for Stages 1, 2, and 3 of the Federal Road Concession Network

Federal Road Concession Network Bidding Process

The bidding program for the Federal Road Concession Network is organized in three stages, each currently at a different phase of development. The contracts to be awarded pursuant to this Program will be governed by the Public Works Concession Law 17520, as recently amended by the Bases Law 27742, passed in 2024.

  1. Stage 1

Resolution 29/2025 of the Secretariat of Transportation, published in the Official Gazette on June 3, 2025, calls for national and international public bidding for building, operating, managing, repairing, expanding, conserving, maintaining, and providing services to users of the Eastern Section and Connection Section of the Federal Road Concession Network - Stage 1 Project.

The bidding process for Stage 1 includes the following roads and sections:

  • Eastern Section, with a total length of 682.28 km. It mainly includes federal roads 12 and 14. It extends through the Provinces of Buenos Aires, Entre Rios, and Corrientes and covers three border crossings with Uruguay and Brazil.

 

  • Connection Section, with a total length of 59.43 km. It is mainly composed of the RosarioVictoria Bridge, which connects the Provinces of Entre Rios and Santa Fe.

Resolution 29/2025 approves the bidding documents, the contract templates, and the general and particular technical specifications and their annexes (available on the CONTRAT.AR website, https://contratar.gob.ar/). The Resolution also appoints the members of the Concessions Commission who will be in charge of evaluating the bids.

The bidding process is organized in a two-stage system, with an initial phase focusing on offerors’ qualifications and experience, and a second phase focusing on the economic proposals. The proceedings will be carried out through the CONTRAT.AR website. Through this platform, interested firms may consult the relevant terms and conditions and submit bids. Bids will be opened, and communications will take place between bidders and the bidding authority on the same website.

The deadline for submitting bids is August 5, 2025, at 12:00 PM.

According to documentation released by the Government, the new concession contracts will have, among others, the following characteristics:

  • concessions must be selfsustainable (concessionaires will not have to make payments to the Government and will not receive subsidies),
  • tariffs are capped in the bidding documents and periodic automatic adjustments will be applied on the basis of official indexes,
  • the new tariffs will only be applied once the relevant roads have met the condition of being "safe for transit,"
  • the economic balance of the contract must be maintained. Should it be distorted by reasons not attributable to the concessionaire, it must be reestablished through tariff adjustments, extension of the concession’s terms or economic compensations, among others,
  • stepin rights are granted to entities that provide financing to the concessionaire,
  • new service areas and complementary activities will be established,
  • dynamic weighing and load control systems are to be implemented.

 

  1. Stage 2

On June 11, 12, and 13, 2025, the Argentine Highway Authority (DNV) held public hearings pursuant to Resolution 827/2025 regarding the Federal Road Concession Network - Stage 2 Project.

Stage 2 of the Project extends over the territory of the Provinces of Buenos Aires, Santa Fe, Cordoba, San Luis, and La Pampa, and is divided into the following eight sections:

  • South Access Section, with a total length of 50.30 km on the Riccheri, Newbery and Ezeiza Cañuelas highways.
  • Southern Section, with a total length of 870.55 km on federal roads 3 and 205.
  • Atlantic Section, with a total length of 404.32 km on federal road 226.
  • Pampa Section, with a total length of 546.65 km on federal road 5.
  • Mediterranean Section, with a total length of 672.32 km on federal roads 7 and 35.
  • Puntano Section, with a total length of 720 km on federal roads 8, 36, A005, and 193.
  • Southern Port Section, with a total length of 636.75 km on federal roads 9 and 188.
  • Northern Port Section, with a total length of 528.04 km on federal roads 9, 33, and A008. 

Some preliminary bidding documents related to this Stage 2 have already been published on the official DNV website.

 

  1. Stage 3

Resolution 924/2025 of the DNV, published in the Official Gazette on June 5, 2025, calls for public hearings on the Federal Road Concession Network - Stage 3 Project.

Stage 3 of the Project extends over the territory of the Provinces of Santa Fe, Cordoba, Entre Rios, Santiago del Estero, Jujuy, Salta, Tucuman, Corrientes, Chaco, Misiones and Mendoza, and is divided into the following eight sections:

  • Central Section, with a total length of 679.03 km on federal roads 9, 19, and 34.
  • Mesopotamian Section, with a total length of 342.82 km on federal roads 12, 18, and A012.
  • North Central Section, with a total length of 536.43 km on federal road 34.
  • Northwest Section, with a total length of 596.52 km on federal roads 9, 34, 66, 1V66, and A016.
  • Litoral Section, with a total length of 546.74 km on federal roads 12 and 16.
  • Northeast Section, with a total length of 456.22 km on federal roads 12 and 105.
  • Chaco–Santa Fe Section, with a total length of 497.18 km on federal road 11.
  • Cuyo Section, with a total length of 329.09 km on federal road 7.

 

The public hearings will be held in the cities of Mendoza (Cuyo Section), San Miguel de Tucuman (North Central and Northwest Sections), Resistencia (Chaco-Santa Fe, Litoral and Northeast Sections) and Parana (Mesopotamian and Central Sections), respectively, on June 30 and July 2, 4, and 7, 2025.

Registration to participate in these hearings is free and can be completed between June 8–28, 2025, through the official DNV website. There, the tender file and preliminary documents will also be available for review.
