Statement of Availability of Gas Resources Approved

The Secretariat of Energy (SE) issued Resolution 157/2025, published in the Official Gazette on April 21, 2025. This resolution approves the Statement of Availability of Gas Resources and establishes that the Undersecretariat of Liquid Fuels must inform the SE, on an annual basis, if there are changes in the conditions used for its preparation, notwithstanding the quinquennial update or if a new request for liquefied natural gas (LNG) export justifies it because of the scale, the amount of investment, and the terms of the project.

This Statement was approved within the framework of article 3 bis of the Gas Law 24076, introduced by the Bases Law 27742, which established that, within six months of the enactment of the Bases Law, the SE would issue the Statement to demonstrate the sufficiency of gas resources in Argentina, projected in time to regularly supply the domestic demand and, at the same time, to supply on a firm and uninterrupted basis the LNG export projects. Decree 1057/2024 of the Bases Law established the key aspects the Statement must address. For more information on the reforms to the gas regulatory framework introduced by the Bases Law and its implementing regulations, see our articles “Amendments in the Energy Sector” and “Bases Law: Amendments to the Gas Law Now Regulated.”

The Statement was issued just a few days after the SE approved the LNG export procedure. For more information on that development, see our article “Procedure for LNG Export Now Regulated.”

The Statement was prepared based on the reports the SE issued and includes the estimate of Argentina’s technically recoverable gas resources (both conventional and unconventional), the supply and demand projections (domestic consumption and exports by pipeline and ship), and the available transportation capacity and its projected expansions. According to its conclusions, the projections cover the next 25 years. Further, the calculation shows that supposing the best scenario, which assumes domestic consumption and export levels (gas and LNG) are 2.5 times higher than the current ones, the available resources will be enough to supply said demands for 63 years.

The Statement clarifies that reaching these levels will depend on the implementation of investments in production, treatment, and transportation facilities. It also clarifies that both the estimate of available resources and the projections of gas supply, demand, and exports are estimates made under current conditions (technical, investment, and market), which may change over time.

The Statement establishes that periodic reports must be prepared on the evolution of the assumptions on which it was based, notwithstanding the quinquennial update provided for in the regulations.
