Memorandum of Understanding executed between the Government of Chile and the Government of Argentina on 08/29/2014, published in the Official Gazette on 09/16/2014.
The Memorandum of Understanding aims to encourage the exchange of natural gas, electric energy and the cooperation in energy matters.

Resolution No. 44 enacted by the Argentine Secretary of Energy on 09/16/2014, published in the Official Gazette on 09/22/2014.
This Resolution amends Resolution No. 1,294 and it establishes that the companies that carry out fossil fuel mixtures with Biofuels must add a proportion of Bioethanol to fuels in order to supply the domestic market, which cannot be inferior to: (i) 8.5% as of the applicability of this regulation; (ii) 9% as of 10/01/2014; (iii) 9.5% as of 11/01/2014; (iv) and 10% as of 12/01/2014. It also establishes the parameters for determining the prices and the sale conditions of Bioethanol, appointing the Argentine Secretary of Energy and the Argentine Undersecretary of Energy as control organisms.
Province of Neuquén
Resolution No. 982 enacted by the State Secretary of Environment and Sustainable Development of the Province of Neuquén on 08/22/2014, published in the Official Gazette on 09/19/2014.
This Resolution amends Resolution No. 506 of the State Secretary of Environment and Sustainable Development of the Province of Neuquén, establishing the obligation to place oil-containment and hydrophobic blankets of natural origin in hydrocarbon exploration and exploitation operations, and in every activity, construction, perforation, termination and support services to conventional and unconventional wells. It also establishes that the companies that supply these services must be registered in the Provincial Registry of Generators, Transporters and Operators of Special Waste.

“Argentina and China agree to build Atucha III”, published by El Inversor Energético y Minero on 09/02/2014.
The Ministry of Federal Planning, Julio de Vido, discussed the details with the Chinese Company CNNC to construct Atucha III, the fourth nuclear station in Argentina, in the framework of the cooperation agreements executed by Argentina and China. For said construction, the Chinese company will supply equipment and services.
“Neuquén expects six times more investments in Vaca Muerta than five years ago”, published by La Nación on 09/29/2014.
Alex Valdez, director of Hydrocarbons and Energy of the Province of Neuquén, stated that oil and gas exploration and production investment in the Province will reach USD 5,000 million by this year, compared to the USD 760 million investment of 2009.
“The cooperation agreement between YPF, Petronas and Pemex was executed”, published by Infonews on 09/29/2014.
YPF executed a tripartite agreement with the Oil companies Petronas (Malasia) and Pemex (México). Sources from YPF explained that the agreement aims to establish a cooperation framework to exchange technical knowledge, experiences and practical improvements, and to evaluate business opportunities between the three companies.

According to the Undersecretary of Hydrocarbons of the Province of Neuquén, the Company that will invest the most in the Province of Neuquén will be YPF with USD 3.172 million. Total is second behind YPF with a USD 560 million investment in the Aguada Pichana and Aguada San Roque deposits. Petrobras, the Brazilian oil Company, is in the third place with a USD 256 million investment in El Mangrullo project. OyG Developments, subsidiary of Shell Company, is in the fourth place with a USD 225 million investment in Cruz de Lorena, Sierras Blancas and Águila Mora. Finally, Pan American Energy in placed fifth with a USD 191 million investment in the Lindero Atravesado deposit.
“Neuquén celebrates that its GDP will double with Vaca Muerta”, published by MDZ Online (Province of Mendoza) on 09/26/2014.
A report from the Argentine Institute of Oil and Gas (IAPG) estimates that when the mass development of Vaca Muerta is underway, the GDP of the Province of Neuquén will increase by 75% to 100%. The report points out that once 1,000 annual wells are drilled (300 wells have been drilled in the last three years), for each job generated by the unconventional exploitation, three more jobs will be generated in other areas of the economy, and the Provincial collection will increase by 55% to 80%.
“USD 4,000 million were invested and Cerro Dragón will reach oil production records again”, published by Télam on 09/26/2014.
The most important oil and gas production deposit of Argentina already recovered 80% of the production level reached in March, 2012. The investment plan started by the Company expects to reach USD 4,000 million by the end of 2015. This will allow them to reach an oil production of 15,000 cubic meters per day, an equivalent of 83.3% of the 2012 record.
