Memorandum of Understanding executed between the Government of Chile and the Government of Argentina on 08/29/2014, published in the Official Gazette on 09/16/2014.
The Memorandum of Understanding aims to encourage the exchange of natural gas, electric energy and the cooperation in energy matters.

Nation
Resolution No. 44 enacted by the Argentine Secretary of Energy on 09/16/2014, published in the Official Gazette on 09/22/2014.
This Resolution amends Resolution No. 1,294 and it establishes that the companies that carry out fossil fuel mixtures with Biofuels must add a proportion of Bioethanol to fuels in order to supply the domestic market, which cannot be inferior to: (i) 8.5% as of the applicability of this regulation; (ii) 9% as of 10/01/2014; (iii) 9.5% as of 11/01/2014; (iv) and 10% as of 12/01/2014. It also establishes the parameters for determining the prices and the sale conditions of Bioethanol, appointing the Argentine Secretary of Energy and the Argentine Undersecretary of Energy as control organisms.

Province of Neuquén
Resolution No. 982 enacted by the State Secretary of Environment and Sustainable Development of the Province of Neuquén on 08/22/2014, published in the Official Gazette on 09/19/2014.
This Resolution amends Resolution No. 506 of the State Secretary of Environment and Sustainable Development of the Province of Neuquén, establishing the obligation to place oil-containment and hydrophobic blankets of natural origin in hydrocarbon exploration and exploitation operations, and in every activity, construction, perforation, termination and support services to conventional and unconventional wells. It also establishes that the companies that supply these services must be registered in the Provincial Registry of Generators, Transporters and Operators of Special Waste.

Argentine Oil, Gas & Energy in the media

“Argentina and China agree to build Atucha III”, published by El Inversor Energético y Minero on 09/02/2014.
The Ministry of Federal Planning, Julio de Vido, discussed the details with the Chinese Company CNNC to construct Atucha III, the fourth nuclear station in Argentina, in the framework of the cooperation agreements executed by Argentina and China. For said construction, the Chinese company will supply equipment and services.

“Neuquén expects six times more investments in Vaca Muerta than five years ago”, published by La Nación on 09/29/2014.
Alex Valdez, director of Hydrocarbons and Energy of the Province of Neuquén, stated that oil and gas exploration and production investment in the Province will reach USD 5,000 million by this year, compared to the USD 760 million investment of 2009.

“The cooperation agreement between YPF, Petronas and Pemex was executed”, published by Infonews on 09/29/2014.
YPF executed a tripartite agreement with the Oil companies Petronas (Malasia) and Pemex (México). Sources from YPF explained that the agreement aims to establish a cooperation framework to exchange technical knowledge, experiences and practical improvements, and to evaluate business opportunities between the three companies.

“YPF, Chevron and Total are the Companies that invest the most”, published by Diario Río Negro (Province of Río Negro) on 09/29/2014.
According to the Undersecretary of Hydrocarbons of the Province of Neuquén, the Company that will invest the most in the Province of Neuquén will be YPF with USD 3.172 million. Total is second behind YPF with a USD 560 million investment in the Aguada Pichana and Aguada San Roque deposits. Petrobras, the Brazilian oil Company, is in the third place with a USD 256 million investment in El Mangrullo project. OyG Developments, subsidiary of Shell Company, is in the fourth place with a USD 225 million investment in Cruz de Lorena, Sierras Blancas and Águila Mora. Finally, Pan American Energy in placed fifth with a USD 191 million investment in the Lindero Atravesado deposit.

“Neuquén celebrates that its GDP will double with Vaca Muerta”, published by MDZ Online (Province of Mendoza) on 09/26/2014.
A report from the Argentine Institute of Oil and Gas (IAPG) estimates that when the mass development of Vaca Muerta is underway, the GDP of the Province of Neuquén will increase by 75% to 100%. The report points out that once 1,000 annual wells are drilled (300 wells have been drilled in the last three years), for each job generated by the unconventional exploitation, three more jobs will be generated in other areas of the economy, and the Provincial collection will increase by 55% to 80%.

“USD 4,000 million were invested and Cerro Dragón will reach oil production records again”, published by Télam on 09/26/2014.
The most important oil and gas production deposit of Argentina already recovered 80% of the production level reached in March, 2012. The investment plan started by the Company expects to reach USD 4,000 million by the end of 2015. This will allow them to reach an oil production of 15,000 cubic meters per day, an equivalent of 83.3% of the 2012 record.

Novedades legislativas y regulatorias

Memorándum de Entendimiento firmado entre el Gobierno de la República Argentina y el Gobierno de la República de Chile el 29/08/2014, publicado en el Boletín Oficial de la Nación el 16/09/2014.
El Memorándum de Entendimiento tiene por objeto propender al intercambio de gas natural, energía eléctrica y la cooperación en materia energética.

Nación
Resolución N° 44 dictada por la Secretaría de Energía de la Nación el 16/09/2014, publicada en el Boletín Oficial el 22/09/2014.
Modifica la Resolución N° 1.294 y establece que las empresas que realicen mezclas de combustibles fósiles con Biocombustibles para abastecer al mercado interno deberán agregar en las naftas una proporción de Bioetanol que no podrá ser inferior a: (i) 8,5% a partir de la entrada en vigencia de la presente resolución; (ii) 9% a partir del 01/10/2014; (iii) 9,5% a partir del 01/11/2014; (iv) y 10% a partir del 01/12/2014. Asimismo, establece los parámetros para determinar el precio y las condiciones de venta del Bioetanol, nombrando como organismos de control a la Secretaría de Energía de la Nación y la Subsecretaría de Combustibles de la Nación.

Provincia de Neuquén
Resolución Nº 982 dictada por la Secretaría de Estado de Ambiente y Desarrollo Sostenible el 22/08/2014, publicada en el Boletín Oficial el 19/09/2014.
Modifica la Resolución Nº 506 de la Secretaría de Estado de Medio Ambiente, estableciendo la obligación de colocar mantas oleofílicas e hidrofóbicas de origen natural en las operaciones de exploración y explotación de la actividad hidrocarburífera y en toda actividad de construcción, perforación, terminación y servicios de apoyo a pozos convencionales y no convencionales. Asimismo, establece que las empresas que presten estos servicios deben encontrarse inscriptas en el Registro Provincial de Generadores, Transportistas y Operadores de Residuos Especiales.

“La Argentina cierra acuerdos con China para comenzar a construir Atucha III”, publicado por El Inversor Energético y Minero el 02/09/2014.
El Ministro de Planificación Federal, Julio De Vido, ultimó detalles con la empresa china CNNC para comenzar la construcción de Atucha III, la cuarta central nuclear de la Argentina, en el marco de los acuerdos de cooperación firmados entre ambos países. Para dicha construcción, la empresa china proveerá equipamiento y servicios.

“Neuquén espera grandes inversiones por Vaca Muerta, recibirá más de seis veces el monto de hace cinco años”, publicado por La Nación el 29/09/2014.
El Director de Hidrocarburos y Energía de la Provincia de Neuquén, Alex Valdez, informó que la inversión en exploración y producción de petróleo y gas en la provincia alcanzará los USD 5000 millones este año, en comparación con los  USD 760 millones de 2009.

“Se firmó un acuerdo de cooperación entre YPF, Petronas y Pemex”, publicado por Infonews el 29/09/2014.
YPF suscribió un acuerdo tripartito con las petroleras Petronas (Malasia) y Pemex (México). Fuentes de la compañía explicaron que el objetivo del convenio es establecer un marco de cooperación para intercambiar conocimientos técnicos, experiencias y mejoras prácticas, así como evaluar oportunidades de negocios entre las tres empresas.

Según la Subsecretaría de Hidrocarburos de la Provincia de Neuquén, la operadora que más invertirá en la Provincia de Neuquén será YPF, con USD 3.172 millones. Detrás de YPF se ubica la francesa Total con USD 560 millones, que apostó fuerte a las formaciones de Aguada Pichana y Aguada San Roque. El tercer lugar lo ocupa la brasileña Petrobras con USD 256 millones, invirtiendo la mayoría del dinero en el proyecto El Mangrullo. En el cuarto lugar se encuentra OyG Developments, la subsidiaria argentina de la angloholandesa Shell, invirtiendo USD 225 millones en Cruz de Lorena, Sierras Blancas y Águila Mora. Por último se encuentra Pan American Energy con una inversión de USD 191 millones en el yacimiento Lindero Atravesado.

“Neuquén celebra que duplicará su PBI con Vaca Muerta”, publicado por MDZ Online (Provincia de Mendoza) el 26/09/2014.
Un informe del Instituto Argentino del Petróleo y el Gas (IAPG) estima que cuando se alcance el desarrollo masivo de Vaca Muerta aumentará entre un 75% y un 100% el PBI de la provincia de Neuquén. El estudio señala que cuando se llegue a perforar 1.000 pozos anuales (hoy recién se llevan realizados poco más de 300 en los últimos tres años), por cada empleo que se genere por la explotación no convencional se crearán otros tres en otros sectores de la economía, y la recaudación provincial crecerá entre un 55% y un 80%.

“Invirtieron USD 4.000 millones y Cerro Dragón volverá a niveles récord de producción de petróleo”, publicado por Télam el 26/09/2014.
El yacimiento más importante de producción de petróleo y gas del país ya recuperó el 80% del nivel de generación que había alcanzado en marzo de 2012. El plan de inversiones que inició la compañía espera alcanzar los USD 4.000 millones a fines de 2015. Esto le permitirá llegar a una producción de petróleo de 15.000 metros cúbicos diarios, equivalente al 83,3% del récord alcanzado en 2012.
