Nation
Resolution No. 231 enacted by the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments on 10/31/2014, published in the Official Gazette on 11/17/2014.
This Resolution establishes that the price of natural gas, at the point of entering into the transport system destined to the supply of compressed natural gas (GNC) in gas stations, will be modified in the same percentage, without taxes, as the “nafta super” (regular gas) of more than ninety three RON, or the product that substitutes it in the future. The modification will be according to the last price published by the Argentine Secretary of Energy on its web site www.energia.gov.ar. The new prices will be published within the first five working days of each month.

Province of Mendoza
Resolution No. 99 enacted by the Tax Administration of the Province of Mendoza on 11/18/2014, published in the Official Gazette on 11/28/2014.
This Resolution amends sections 2, 3, 5, 6, 7, 8, 9, 11, 12 and 13 of Resolution No. 56 of the Tax Administration of the Province of Mendoza which had established a Tele-Measuring System of the Hydrocarbon Production to facilitate the collecting of hydrocarbon royalties.

Province of Tierra del Fuego
Decree No. 2,808 enacted by the Executive Branch of the Province of Tierra del Fuego on 11/18/2014, published in the Official Gazette on 11/26/2014.
This Decree repeals the Provincial Decrees No. 3,150, 3,199, 1,406, 1,439, which had created and modified the Political and Organizational Structure of the Secretariat of Energy and Hydrocarbons. This Decree also approves the new Political and Organizational Structure of the Secretariat of Energy and Hydrocarbons which will be conformed as established by Annexes I and II which are attached to this Decree.

“YPF invested USD 1,620 million in the third quarter and its production increased 15%”, published by El Inversor Energético y Minero on 11/06/2014.
YPF invested USD 1,620 million in the July-September period, 71.6% more than the amount invested in the same period of 2013. Also, a 15.4% increase in the oil and gas production was registered. The Company´s net profits were of USD 378 million, 127.2% more than the same period of 2013.

“Petrobras Argentina announced a USD 622 million investment in Neuquén”, published by el Inversor Energético y Minero on 11/10/2014.
Petrobras Argentina will invest USD 622 million for the development of the formation Punta Rosada, in the Province of Neuquén. The investment includes a 4,000 meter perforation of 44 wells to search for tight gas. For 2014, 2015 and 2016 the investment will ascend to USD 245 million and at least 15 wells will be perforated. This will add 1.4 million cubic meters (m3) of production of provincial gas per day.

“Shell will invest USD 250 million in Vaca Muerta to extract shale oil”, published by El Inversor Energético y Minero on 11/28/2014.
Gas & Petróleo del Neuquén, the state owned company of the Province of Neuquén, announced that Shell, its partner, will invest USD 250 million to advance in an exploratory pilot plan in Vaca Muerta. Given the results of the perforations carried out in the Cruz de Lorena and Sierras Blancas blocks, the consortium will ask Jorge Sapag, the Governor of the Province on Neuquén, for the granting of “unconventional concessions for exploitation”. After this, Shell will be allowed to enjoy the benefits established by the New Hydrocarbons Law for investments larger than USD 250 million.

“Pampa Energía will invest USD 88 million in Neuquén”, published by El Inversor Energético y Minero on 11/19/2014.
Pampa Energía will invest USD 88 million to extend by 115 Mw the installed capacity of Loma de la Lata Power Station, Province of Neuquén. This was established in the agreement that the Company executed with the Secretary of Energy of the Ministry of Federal Planning, Public Investments and Services. The plan includes the installation of two engines and a high efficiency turbine that will allow the total power of the power station to grow up to 652 Mw. The project will be finished by mid-2015.

“YPF will invest USD 130 million in the largest seismic survey of the last 10 years”, published by el Inversor Energético y Minero on 11/13/2014.
YPF started a request for bids to survey 4,500 square kilometers of seismic in three dimensions in the Neuquina and Golfo San Jorge basins. According to the Directives of YPF, this is the largest seismic survey of the last 10 years. The schedule foresees the works starting by January 2015. Investment is expected to reach USD 130 million.

Resolución N° 231 dictada por la Comisión de Planificación y Coordinación Estratégica del Plan Nacional de Inversiones Hidrocarburíferas el 31/10/2014, publicada en el Boletín Oficial el 17/11/2014.
Establece que el precio del gas natural, en el punto de ingreso al sistema de transporte destinado al suministro de gas natural comprimido (GNC) en estaciones de servicio, se modificará en el mismo porcentaje en que se haya modificado el precio promedio ponderado, sin impuestos, país en planta de la nafta súper de más de noventa y tres RON, o del producto que la sustituya en el futuro. La modificación se hará respecto del último precio publicado por la Secretaría de Energía de la Nación en la página web www.energia.gov.ar. Los nuevos precios serán publicados dentro de los primeros cinco días hábiles de cada mes.

Provincia de Mendoza
Resolución N° 99 dictada por la Administración Tributaria de la Provincia de Mendoza el 18/11/2014, publicada en el Boletín Oficial el 28/11/2014.
Modifica los artículos 2, 3, 5, 6, 7, 8, 9, 11, 12 y 13 de la Resolución N° 56 de la Administración Tributaria de Mendoza que había establecido un Sistema de Telemedición de la Producción Hidrocarburífera a fin de facilitar la recaudación de regalías hidrocarburíferas.

Provincia de Tierra del Fuego
Decreto N° 2808 dictado por el Poder Ejecutivo de la Provincia de Tierra del Fuego el 18/11/2014, publicado en el Boletín Oficial el 26/11/2014.
Deroga los Decretos Provinciales N° 3150, 3199, 1406 y 1439, que habían creado y modificado la Estructura Política y Orgánica de la Secretaría de Energía e Hidrocarburos. Además, aprueba la nueva Estructura Política y Orgánica de la Secretaría de Energía e Hidrocarburos, que quedará conformada de acuerdo a lo establecido en los Anexos I y II del presente.

“YPF invirtió USD 1.620 millones en el tercer trimestre y subió 15% su producción”, publicado por El Inversor Energético y Minero el 06/11/2014.
La petrolera YPF invirtió USD 1.620 millones en el período julio-septiembre, un 71,6% superior a lo invertido en el tercer trimestre de 2013, a la vez que registró un alza de 15,4% en su producción total de petróleo y gas. Al mismo tiempo, las ganancias netas de la compañía resultaron de USD 378 millones, un 127,2% superior al mismo período de 2013.

“Petrobras Argentina anuncia una inversión de USD 622 millones en Neuquén”, publicado por El Inversor Energético y Minero el 10/11/2014.
La petrolera Petrobras Argentina invertirá unos USD 622 millones para el desarrollo de la formación Punta Rosada, Provincia de Neuquén. La inversión contempla la perforación de 44 pozos de hasta 4.000 metros de profundidad para la búsqueda de tight gas. Para los años 2014, 2015 y 2016, la inversión ascenderá a USD 245 millones y se perforarán al menos 15 pozos que agregarán 1,4 millones de metros cúbicos (m3) por día a la producción de gas provincial.

“Shell invertirá USD 250 millones en Vaca Muerta para extraer shale oil”, publicado por El Inversor Energético y Minero el 28/11/2014.
Gas & Petróleo del Neuquén, la empresa provincial de Neuquén, anunció que su socia Shell invertirá USD 250 millones para avanzar un plan piloto exploratorio en Vaca Muerta. A partir de los buenos resultados en las perforaciones realizadas en los bloques Cruz de Lorena y Sierras Blancas, el consorcio pedirá a la gobernación de Jorge Sapag el otorgamiento de las “concesiones de explotación no convencional”, por lo que podrá ingresar en los beneficios que pauta la reforma de la Ley de Hidrocarburos para las inversiones mayores a USD 250 millones.

Pampa Energía invertirá USD 88 millones para ampliar en 115 MW la capacidad instalada de la Central Térmica Loma de la Lata, Provincia de Neuquén. Así quedó establecido luego de que la compañía firmara un acuerdo con la Secretaría de Energía del Ministerio de Planificación Federal, Inversión Pública y Servicios. El plan contempla la instalación de dos motores y una turbina de alta eficiencia, que permitirán ampliar la potencia total de la central a 652 Mw. El proyecto estará finalizado para mediados de 2015.

“YPF invierte USD 130 millones en la mayor campaña sísmica de los últimos 10 años”, publicado por El Inversor Online el 13/11/2014.
YPF puso en marcha un proceso licitatorio para registrar 4500 kilómetros cuadrados de sísmica en tres dimensiones (3D) en las cuencas Neuquina y del Golfo San Jorge. Se trata de la mayor campaña sísmica de los últimos 10 años, según confirmaron directivos de YPF. El cronograma prevé que las tareas de registro sísmico comiencen en enero 2015 con una inversión presupuestada para todo el proyecto de USD 130 millones.
