Resolution No. 231 enacted by the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments on 10/31/2014, published in the Official Gazette on 11/17/2014.
This Resolution establishes that the price of natural gas, at the point of entering into the transport system destined to the supply of compressed natural gas (GNC) in gas stations, will be modified in the same percentage, without taxes, as the “nafta super” (regular gas) of more than ninety three RON, or the product that substitutes it in the future. The modification will be according to the last price published by the Argentine Secretary of Energy on its web site www.energia.gov.ar. The new prices will be published within the first five working days of each month.
Province of Mendoza
Resolution No. 99 enacted by the Tax Administration of the Province of Mendoza on 11/18/2014, published in the Official Gazette on 11/28/2014.
This Resolution amends sections 2, 3, 5, 6, 7, 8, 9, 11, 12 and 13 of Resolution No. 56 of the Tax Administration of the Province of Mendoza which had established a Tele-Measuring System of the Hydrocarbon Production to facilitate the collecting of hydrocarbon royalties.
Province of Tierra del Fuego
Decree No. 2,808 enacted by the Executive Branch of the Province of Tierra del Fuego on 11/18/2014, published in the Official Gazette on 11/26/2014.
This Decree repeals the Provincial Decrees No. 3,150, 3,199, 1,406, 1,439, which had created and modified the Political and Organizational Structure of the Secretariat of Energy and Hydrocarbons. This Decree also approves the new Political and Organizational Structure of the Secretariat of Energy and Hydrocarbons which will be conformed as established by Annexes I and II which are attached to this Decree.

“YPF invested USD 1,620 million in the third quarter and its production increased 15%”, published by El Inversor Energético y Minero on 11/06/2014.
YPF invested USD 1,620 million in the July-September period, 71.6% more than the amount invested in the same period of 2013. Also, a 15.4% increase in the oil and gas production was registered. The Company´s net profits were of USD 378 million, 127.2% more than the same period of 2013.
“Petrobras Argentina announced a USD 622 million investment in Neuquén”, published by el Inversor Energético y Minero on 11/10/2014.
Petrobras Argentina will invest USD 622 million for the development of the formation Punta Rosada, in the Province of Neuquén. The investment includes a 4,000 meter perforation of 44 wells to search for tight gas. For 2014, 2015 and 2016 the investment will ascend to USD 245 million and at least 15 wells will be perforated. This will add 1.4 million cubic meters (m3) of production of provincial gas per day.
“Shell will invest USD 250 million in Vaca Muerta to extract shale oil”, published by El Inversor Energético y Minero on 11/28/2014.
Gas & Petróleo del Neuquén, the state owned company of the Province of Neuquén, announced that Shell, its partner, will invest USD 250 million to advance in an exploratory pilot plan in Vaca Muerta. Given the results of the perforations carried out in the Cruz de Lorena and Sierras Blancas blocks, the consortium will ask Jorge Sapag, the Governor of the Province on Neuquén, for the granting of “unconventional concessions for exploitation”. After this, Shell will be allowed to enjoy the benefits established by the New Hydrocarbons Law for investments larger than USD 250 million.
“Pampa Energía will invest USD 88 million in Neuquén”, published by El Inversor Energético y Minero on 11/19/2014.
Pampa Energía will invest USD 88 million to extend by 115 Mw the installed capacity of Loma de la Lata Power Station, Province of Neuquén. This was established in the agreement that the Company executed with the Secretary of Energy of the Ministry of Federal Planning, Public Investments and Services. The plan includes the installation of two engines and a high efficiency turbine that will allow the total power of the power station to grow up to 652 Mw. The project will be finished by mid-2015.
“YPF will invest USD 130 million in the largest seismic survey of the last 10 years”, published by el Inversor Energético y Minero on 11/13/2014.
YPF started a request for bids to survey 4,500 square kilometers of seismic in three dimensions in the Neuquina and Golfo San Jorge basins. According to the Directives of YPF, this is the largest seismic survey of the last 10 years. The schedule foresees the works starting by January 2015. Investment is expected to reach USD 130 million.
