New System for Access to Public Information

On August 1, 2025, the Argentine Agency for Access to Public Information (AAIP) approved the implementation of the Request Tracking System for Access to Public Information, as formalized under Resolution 148/2025. The Resolution—which became enforceable on September 1, 2025—establishes the mandatory use of the system for all entities listed in article 7 of the Access to Public Information Law 27,275.

The main objectives of the system include:

  1. enhance efficiency in the management of information requests,
  2. ensure timely and adequate responses,
  3. standardize management criteria among the various obligated entities.

The development of this system is part of the AAIP’s 2022–2026 Strategic Plan, approved though Resolution 94/23. It also fulfills the provisions of article 24 of Law 27,275, which requires creating a technological platform, coordinating the designated Access to Information Officers, and periodically publishing the frequently-requested public information.

Between November 2024 and early 2025, the AAIP conducted a pilot phase involving ten national public-sector agencies (including government departments, national universities, and state-owned companies) to assess the system’s functionality. During this stage, the AAIP provided technical training to Access to Information Officers and developed written and audiovisual support material to serve as guidance to fully implement the system.

The Request Tracking System will enable centralized management of requests, generating periodic statistics on the exercise of the right of access, and preparing a list of the most frequently-requested topics, to promote greater proactive transparency. According to the AAIP, this tool will help reduce administrative burdens and improve the quality and consistency of the responses public entities provide.
