MERCOSUR Technical Regulation: Household Cleaning Products
The new framework updates and harmonizes the requirements for classifying, registering, and labeling household cleaning products within MERCOSUR.
Regulation 2577/2026 of the Argentine Agency of Medicines, Food, and Medical Technology (ANMAT), published in the Official Gazette on May 8, 2026, incorporates MERCOSUR GMC Resolution 36/22 on the regulation of household cleaning products into the federal legal framework.
This new Regulation replaces the previously fragmented framework and establishes a product classification system based on conditions of sale and use, intended purpose, and risk level (Risk Class I or Risk Class II), taking into account criteria such as toxicity, pH, and formulation characteristics.
It further provides that products will remain subject to registration procedures, according to their risk classification, which may only be submitted by companies previously authorized by the competent health authority. Manufacturers and/or importers will continue to be subject to inspections aimed at verifying compliance with Good Manufacturing Practices.
The Regulation also introduces updated requirements on labeling and packaging, including mandatory minimum information, specific statements, and prohibitions on any claims that may mislead or cause confusion regarding the composition or quality of the product.
The Regulation will enter into force simultaneously in all member states 30 days after the MERCOSUR Secretariat notifies them that all States have incorporated MERCOSUR Resolution 36/22 into their respective domestic legal frameworks.
