New debate regarding the Glaciers Law
The National House of Representatives was to treat the Law passed by the National House of Senators (see our October 2009 issue). However, on July 14, 2010, after a long debate they approved, in general, a bill which had the ruling of the majority in the Natural Resources and the Conservation of the Human Environment Commissions, rejecting the treatment of the Law sanctioned by the Senate.
Apparently the bill, which held the ruling of the majority in the Natural Resources and the Conservation of the Human Environment Commissions, incorporated some suggestions made by Senator Filmus (author of the bill approved by the Senate) in a meeting with Representative Bonasso (promoter of the bill approved by majority in said commissions). In that way, it would be guaranteed that the bill approved by the House of Representatives would be supported by the Senate.
The new text received 129 votes in favor and 86 against. After the approval in general, the session was suspended due to lack of quorum during the treatment of article 5. As regards the development of productive activities, this bill does not differ much from the one approved by the Senate. The prohibition of mining activities on the glacier and peri-glacier areas is maintained.
The House of Representatives will have to resume the debate to conclude the approval, rejection or amendment of the remaining articles of the bill approved in general.
