Law 15531, passed by the Legislature of the Province of Buenos Aires on October 14, 2025, introduces a significant change in consumer payment rights. This Law grants consumers and users the right to personally handle electronic transactions, promoting a safer and more transparent process. While users may still choose to hand over their cards and IDs, the default expectation will now be that they will complete the transaction themselves.

The Law applies to all public and private providers of goods and services operating in the Province of Buenos Aires, affiliated with credit or debit card payment systems. To comply with it, merchants must ensure their POS devices are accessible and adapted to this new standard within 90 days from the Law’s effective date (that is, by January 12, 2026).

The new regulation aims to safeguard personal data, prevent fraud and theft, and align with international best practices in payment security. It also requires consumers to display their cards and IDs during transactions, for identity and ownership verification purposes.

The Executive Branch will appoint an enforcement authority in charge of implementing awareness campaigns and providing guidance on the safe use of payment cards. Non-compliance with the law will bring about the penalties established in Provincial Consumer Protection Law 13133.
