The Province of Santa Fe launches a national and international tender for online sports betting licenses.

Call for Online Sports Betting Bidding Process

Santa Fe Law 14427, published in the provincial Official Gazette on December 29, 2025,, authorizes Caja de Asistencia Social Loteria de Santa Fe to grant licenses for structuring, implementing, operating, and exploiting online sports betting within the province.

This authorization is issued within the framework of Provincial Law 14235, which regulates the development and exploitation of games of chance and online and/or virtual sports betting and/or sports forecasting, through digital, electronic, IT, telematic, interactive, telecommunications means or platforms, or any others that may be developed in the future.

Likewise, the law approved, as an annex, the Bidding Terms and Conditions for the National and International Public Tender for granting licenses, which governs the licensee selection procedure.
 

Key aspects of Law 14427 are:

  • It does not establish a maximum number of licenses to be granted.
  • Licenses will be granted for a term of 10 years, and it will be possible to extend them up to 24 months.
  • The fee licensees must pay may not be less than 15% of the monthly gross result, calculated on the total amount wagered minus prizes paid.
  • International bidders may not participate as sole bidders and may only participate through Temporary Joint Ventures with local companies.


The bidding terms also establish technical, operational, and control requirements aimed at ensuring the integrity, security, and traceability of betting activities, as well as supervisory powers vested in the enforcement authority.

Pursuant to Law 14235, its implementing decree, and the bidding terms, betting will be permitted on any sports competition, whether existing or future, of any nature, provided it is authorized by the enforcement authority. The permitted disciplines include (among others): soccer, basketball, tennis, rugby, volleyball, motorsports, boxing, martial arts, hockey, golf, and cycling.

The legal framework clarifies that online betting on traditional casino games (roulette, slot machines, traditional poker, bingo, etc.) and lottery games will not be permitted, as these are expressly excluded from the regime.

Finally, the call for bids was approved through Resolution 438/2025 of the Undersecretariat of Procurement, which established that the submission of envelopes will be accepted until March 2, 2026, at 12 PM, and that the opening of bids will take place on March 3, 2026, at 12 PM. The tender was identified as Public Tender 104/2025.
