A Centralized Platform for User Authentication

The Argentine Ministry of Modernization issued Resolution No. 216/2018 (hereinafter, “Resolution”), which implements an external authentication service called “Autenticar”, as well as providing the terms and conditions of use for the Central Electronic Authentication Platform (”PAEC”, after its Spanish acronym).

The Ministry of Modernization implemented a new option to tackle one of the most important obstacles in the provision of services through electronic means: user identification. This is part of its continuing efforts to curb bureaucracy and simplify administrative proceedings, as well as modernizing the range of tools provided by the government to allow for a better flow of electronic transactions (in connection with the financial services industry see: “New Regulation Implementing the Mobile Payment Platform” in Marval News # 162, “New Regulations towards a Digitalized Financial Sector” in Marval News # 165, “The Central Bank Implemented a New Online Immediate Debit Payment Service” in Marval News # 168, “The Central Bank Added New Activities to Complementary Financial Services” in Marval News # 169, and “Outsourcing and Delegation of Activities by Financial Entities” in Marval News # 178).

Pursuant to the Resolution, Autenticar is an electronic user authentication service within the PAEC, which uses multiple authentication factors and service providers. It provides services that enable both public and private entities to electronically authenticate users, based on the resources provided by different government agencies (AFIP, ANSES, RENAPER, among others).

The Resolution determines that the client applications from the platform must be provided with protocols, Application Programming Interfaces (APIs) and processes to implement the authentication of users without requiring specific interfaces with each different provider.

This Resolution takes one step further towards reducing frictions in the provision of digital services in Argentina, and will have a positive impact on the financial services industry.
