A new system was implemented for those employers who must sign their books and other documentation regarding compliance with current labor regulations, in the geographical area of the Autonomous City of Buenos Aires.

New Signing System for Labor Documentation

On January 1, 2018, the "Digital Signing System for Labor Documentation of the Autonomous City of Buenos Aires" began to rule. It establishes a new schedule according to the number of employees that the employer has on his payroll and its rubric form (Resolution N° 2623/2017 SSTYC). To operate with the Digital Signing System, the employer must be registered in the Employers' Register.

The new system provides the following:

  • Employers who keep microfiche books should start making digital presentations as of February 1, 2018, regardless of the number of workers they own. The first mandatory book that must be submitted is the one corresponding to the January 2018 period.
  • Employers who keep books in the form of mobile pages or manual books and have 20 or more workers on their payroll must comply with the digital presentations as of February 1, 2018. The first mandatory book they must submit is the one corresponding to the period January 2018.
  • Employers who keep books in the form of mobile pages or manual books and have 10 or more workers on their payroll must adapt to the digital system as of March 1, 2018. The first mandatory book to be submitted is the one corresponding to the February 2018 period.
  • Employers who, at the time of implementation of the “Digital Window”, have balances of mobile leaves according to previous provisions will enter the digital mode as long as they end with the use of sheets already enabled. Said balances can only be used until March 31, 2018, since, as of April 1, 2018, they must comply with the digital presentations. The first mandatory book that must be presented in digital mode is the corresponding one so that there is correlativity between the presentation in a manual window and in the digital window.

The labor documentation to be signed must be entered in PDF format through an application available on the website www.buenosaires.gob.ar and making use of the digital signature regulated by Law 25.506.

Finally, the payment of the “Boleta Unica Inteligente” ("BUI") issued by the analized system is an essential requirement to initiate the administrative procedure for requesting a digital signature.
