The Executive Branch creates a Cybersecurity Committee.

Decree 577/2017 (the “Decree”) created the Cybersecurity Committee whose main objective will be to develop an Argentine Cybersecurity Strategy.

Accordingly, the Decree highlights the need to work on responses to large scale security breaches, legislation, infrastructure protection, mechanisms to cooperate with other countries, and on developing a culture of security in citizens.

Furthermore, the Decree mentions the close connection between cybersecurity and economic development, provision of essential services, citizen welfare and efficient operation of government entities.

The Committee is created taking into account the increase in the number and diversity of IT threats and attacks, and especially considering Resolution AG/RES 2004 (XXXIV-O/04) of the Organization of American States and the Program about Global Cybersecurity of the International Telecommunication Union. It will operate under the scope of the Ministry of Modernization.

The Committee, whose chairman will be the Minister of Modernization, will be integrated by members of the Ministry of Defense and the Ministry of Security. In addition to developing the Argentine Cybersecurity Strategy, the Committee will have the following tasks:

  • to draw up a plan to implement the abovementioned strategy;
  • to call other entities to participate in the implementation plan;
  • to foster cybersecurity-related legislation;
  • to set out guidelines and criteria to define, identify and protect vital national infrastructure; and
  • to participate in the development of actions related to national cybersecurity matters.
