This is applicable to gas consumptions from December 1, 2017.

It also sets in 8% the aliquot of the Export Right applicable to the merchandises included in tariff position 3826.00.00 of the Common Nomenclature of MERCOSUR (N.C.M. after its Spanish acronym).

| The Gas Exporting Countries Forum, which include more than half of all global exports of conventional gas, but also practically 90% of liquefied gas exports, and which represents almost 70% of the natural gas proven reserves of the planet, will take place soon in Bolivia to consider the prospects for the development of the global gas market, the incentives for the consumption of this fuel and the possible steps aimed at defending the interests of the exporting countries.

The Government started to process the last steps of the path towards a nearly total deregulation of the oil market, an oddity that is not seen in Argentina since the end of convertibility. Maybe to be in harmony with the importance of a historic fact, the changes arrived jointly with a presidential decree, the most important instrument of the executive branch, that validated the elimination, since December, of the named Registry of Operations for the Import of Crude Oil and its Derivatives (“Registro de Operaciones de Importación de Petróleo Crudo y sus Derivados”), that were created last March to limit the arrival of the foreign product in a context of low international prices.
Earlier this year the oil provinces also took this official decision as an incentive in a critical context for the industry. The governor of Neuquén, Omar Gutiérrez, praised it on several occasions.

| Within the framework of the lunch organized by the Oil and Gas Argentine Institute (“IAPG”, after its Spanish acronym) to celebrate the 110th Oil and Gas Day, the minister of Energy and Mining, engineer Juan J. Aranguren, highlighted that “we have one of the least explored areas in the world that is our continental platform, so today we are reporting that we will launch Round 1 of the Offshore Exploration Plan for July of next year. This first round will include a vast region of the Northern Austral Platform (5,000 km2); the Malvinas West Basin (90,000km2) and the Argentina North Basin (130,000 km2)".

| Instruye a las prestadoras del servicio de distribución de gas a aplicar por cada metro cubico (m3) de kilocalorías (9.300 kc) facturado a sus usuarios de servicio completo, un recargo que se determinará aplicando al precio del gas natural en el Punto de Ingreso al Sistema de Transporte los porcentajes por subzona que figuran en el Anexo. Se aplicará a los consumos de gas que se produzcan a partir del 1 de diciembre de 2017.

| Deroga el Decreto N° 1719, que establecía la fórmula de determinación de los derechos de exportación del biodiésel y los parámetros que debían ser tenidos en cuenta por la “Unidad Ejecutiva Interdisciplinaria de Monitoreo” para el cálculo del precio del biodiésel destinado al mercado interno, y establece una nueva fórmula. Además, fija en el 8 % la alícuota del Derecho de Exportación aplicable a las mercaderías comprendidas en la posición arancelaria 3826.00.00 de la Nomenclatura Común del MERCOSUR (NCM).

| El Foro de Países Exportadores de Gas, que aglutina a más de la mitad de todas las exportaciones mundiales de gas convencional, además de prácticamente el 90 % de la exportaciones de gas licuado, y que representa casi el 70 % de las reservas demostradas de gas del planeta, se reunirá próximamente en Bolivia con el propósito de considerar las perspectivas del desarrollo del mercado global del gas, los estímulos para el consumo de este combustible y los posibles pasos encaminados a la defensa de los intereses de los países exportadores.

El Gobierno comenzó a transitar los últimos pasos del camino que lo conducirá a una desregulación casi total del mercado petrolero, una rareza que en la Argentina no se ve desde los fines de la convertibilidad. Quizá para estar a tono con la importancia de un hecho histórico, los cambios vinieron de la mano de un decreto presidencial, el mayor instrumento en manos del Poder Ejecutivo, que convalidó la eliminación, a partir de diciembre, del denominado Registro de Operaciones de Importación de Petróleo Crudo y sus Derivados, que se había creado en marzo pasado para limitar la llegada del producto extranjero en un contexto de precios internacionales bajos.
Las provincias petroleras también tomaron aquella decisión oficial de principios de año como un aliciente, en un contexto crítico para la industria. El gobernador de Neuquén Omar Gutiérrez la ponderó en varias ocasiones.

| En el marco del almuerzo organizado por el IAPG para celebrar el 110 Día del Petróleo y el Gas, el ministro de Energía y Minería Ing. Juan J. Aranguren destacó que "tenemos una de las áreas menos exploradas del mundo que es nuestra plataforma continental, por lo tanto, hoy estamos informando que nosotros lanzaremos la Ronda 1 del Plan de Exploración Offshore para julio del año próximo. Esta primera ronda va a incluir una vasta región de la Plataforma Austral Norte (5.000 km2); la Cuenca Malvinas Oeste (90.000km2) y la Cuenca Argentina Norte (130.000 km2)".
