If you cannot see this mail click here | Si no puede ver el correo haga click aquí Esp     OIL & GAS NEWS Monthly Report December  2016   Legislative News and Regulations   Federal Resolution No. 314-E/2016 issued by the Ministry of Energy and Mining on 12/29/2016, published in the Official Gazette on 01/02/2017 Within the UNDERSECRETARIAT OF SCENARIOS AND EVALUATION OF PROJECTS of the SECRETARIAT OF STRATEGIC ENERGY PLANNING, this Resolution creates the “ONLINE FUEL PUMP PRICE INFORMATION SYSTEM”, as part of the Unified Energy Information System, whereby the holders of liquid filling stations registered in the registry created by Resolution No. 1,102/2004 will have to submit information regarding retail prices within 8 (EIGHT) hours that a modification of the price at the supplier of any of the following fuels have been produced: 1) GRADE 2 GASOLINE 2) GRADE 3 GASOLINE 3) GRADE 2 DIESEL 4) GRADE 3 DIESEL 5) COMPRESSED NATURAL GAS (GNC after its Spanish acronym) Provice of Mendoza Resolution No. 1,619/2016 issued by the General Directorate for Irrigation on 12/19/2016, was published in the Official Gazette on 12/22/2016 This Resolution sets the obligation for all oil companies that extract surface and/or groundwater used in their operations and daily processes in the oil fields, regardless of the stage (exploration or exploitation), to transmit by telemetry remote signals of the flow of all the water intakes. Resolution No. 1,620/2016 issued by the General Directorate for Irrigation on 12/19/2016, published in the Official Gazette on 12/22/2016 This Resolution provides that companies operating in oil fields in the province of Mendoza, should fulfill the obligation of reporting incidents to the environment during the exploration, exploitation, transportation, storage and refinement processes. Oil & Gas in the media   “Filling stations should inform about oil rises in an online registry”, published by La Nación on 01/02/2016 The Government has set up an online monitoring system of fuel prices, and will require filling stations to inform of any changes in the retail value at the pumps within eight hours of their application. This was set forth in Resolution No. 314/2016 of the Ministry of Energy, which was published in the Official Gazette of January 2, which affects all retail outlets for gasoline, diesel and CNG. “Biofuels sales are starting to recover markets”, published by BAE Negocios on 01/05/2016 According to the last report of the Undersecretariat of Bio-industry of the Ministry of Agroindustry, between January and October, 2016 growth in the production of biofuels has mainly been due to the increase in the percentage of the mandatory cut of bioethanol with gasoline (from 10 to 12%) and a very strong export market. The increase was based on three pillars: electric power generation, consumption of passenger transport and the government's decision to continue with sustainability certification protocols. “A gas pipeline installed in the Strait of Magellan ”, published by La Nación on 01/10/2017 The consortium made up by the Enap Sipetrol Argentina Company –a local subsidiary of the Chilean oil industry Enap- and YPF started laying a pipeline from Faro Virgenes (in the province of Santa Cruz) to the AM2 platform located 18 kilometers from the coast. The work is part of the Magellan Area Incremental Project (PIAM after its Spanish acronym), which aims to increase the production of natural gas and oil from the Magellan field. “Oil withholdings are eliminated and producers of the province of Chubut take advantage”, published by BAE Negocios on 01/09/2017 The Government eliminated export duties for another primary sector of the economy: foreign sales of oil products will no longer be levied with the 1% tax that has been in place since 2014. Exports of this item accounted for only 3% of total sales last year, with $ 1.752 billion through November, 2016. The oil industry estimates that the most favored region will be the San Jorge basin in Chubut, where a heavier type of oil is extracted for export at 35%. “Macri announced the agreement for Vaca Muerta and estimated investments for USD 5 million for this year”, published by El Cronista on 01/11/2017 After almost six months of negotiations, President Mauricio Macri announced yesterday the agreement reached by companies and unions for the exploitation of the non-conventional oil and gas fields in Vaca Muera. All rights reserved.   Eng     OIL & GAS NEWS Reporte Mensual diciembre  2016   Novedades legislativas y regulatorias   Nación Resolución N°314-E/2016 dictada por el Ministerio de Energía y Minería el 29/12/2016, publicada en el Boletín Oficial el 02/01/2017 Crea en el ámbito de la SUBSECRETARÍA DE ESCENARIOS Y EVALUACIÓN DE PROYECTOS de la SECRETARÍA DE PLANEAMIENTO ENERGÉTICO ESTRATÉGICO el “SISTEMA EN LÍNEA DE INFORMACIÓN DE PRECIOS DE COMBUSTIBLES EN SURTIDOR”, como parte integrante del Sistema Unificado de Información Energética, a través del cual los titulares de bocas de expendio de combustibles líquidos inscriptos en el registro creado por la Resolución N° 1.102/2004 deberán presentar la información relativa a precios de comercialización minorista dentro de las 8 (OCHO) horas de producida una modificación en el precio en surtidor de alguno de los siguientes combustibles: 1) NAFTA GRADO 2 2) NAFTA GRADO 3 3) GASOIL GRADO 2 4) GASOIL GRADO 3 5) GNC Mendoza Resolución N°1.619/2016 dictada por el Departamento General de Irrigación el 19/12/2016, publicada en el Boletín Oficial el 22/12/2016 Establece la obligación para todas las empresas petroleras que extraen agua superficial y/ o subterránea, utilizada en sus operaciones y procesos diarios en los yacimientos de petróleo, cualquiera sea la etapa (exploración o explotación), de transmitir por telemetría sus señales remotas de caudal de todas las tomas de agua. Resolución N°1.620/2016 dictada por el Departamento General de Irrigación el 19/12/2016, publicada en el Boletín Oficial el 22/12/2016 Establece que las empresas operadoras de yacimientos petroleros en la provincia de Mendoza, deberán cumplir con la obligación de reportar los incidentes al ambiente ocurridos durante el proceso de exploración, explotación, transporte, almacenamiento y refinamiento. Oil & Gas en los medios   “Las estaciones de servicio deberán informar las subas de naftas en un registro online”, publicado por La Nación el 02/01/2017 El Gobierno creó un sistema de monitoreo online de los precios de los combustibles, y exigirá a las estaciones de servicio a informar cualquier cambio en el valor de venta al público en los surtidores en las ocho horas posteriores de su aplicación. Así lo dispuso la resolución 314/2016 del ministerio de Energía, que fue publicada en el Boletín Oficial del 2 de enero, que alcanza a todas las bocas de expendio minoristas de naftas, gasoil y GNC. “La ventas de biocombustibles empiezan a recuperar mercados”, publicado por BAE Negocios el 05/01/2017 Según el último informe de la Subsecretaría de Bioindustria del Ministerio de Agroindustria, entre los meses de enero y octubre de 2016 el crecimiento en la producción de biocombustibles se ha dado principalmente debido al aumento del porcentaje del corte obligatorio del bioetanol con nafta (de 10 a 12%) y una exportación muy consolidada. El incremento se apoyó en tres pilares: la generación de energía eléctrica, el consumo del transporte de pasajeros y la decisión del gobierno de avanzar en los protocolos de certificaciones de sustentabilidad. “Instalan un gasoducto en el estrecho de Magallanes”, publicado por La Nación el 10/01/2017 El consorcio integrado por la compañía Enap Sipetrol Argentina –la filial local de la petrolera chilena Enap- e YPF inició el tendido de un gasoducto desde Faro Vírgenes (en la provincia de Santa Cruz) hasta la plataforma AM2, ubicada a 18 kilómetros de la costa. La obra forma parte del Proyecto Incremental Área Magallanes (PIAM), que tiene por objetivo aumentar la producción de gas natural y petróleo del yacimiento Magallanes. “Eliminan las retenciones al petróleo y benefician a los productores de Chubut”, publicado por BAE Negocios el 09/01/2017 El gobierno eliminó los derechos de exportación para otro sector primario de la economía: las ventas al exterior de productos de la industria petrolera dejarán de tributar el 1% de impuesto que regía desde 2014. Las exportaciones de este rubro representaron el año pasado apenas el 3% de las ventas totales, con 1.752 millones de dólares hasta noviembre de 2016. La industria petrolera estima que la región más beneficiada será la cuenca San Jorge, en Chubut, donde se extrae un tipo de petróleo más pesado destinado a exportación en un 35%. “Macri anunció el acuerdo para Vaca Muerta y estimó inversiones por u$s 5000 millones para este año”, publicado por El Cronista el 11/01/2017 Luego de casi seis meses de negociaciones, el presidente Mauricio Macri anunció ayer el entendimiento al que llegaron las empresas y los sindicatos para la explotación de los yacimientos no convencionales de gas y petróleo en Vaca Muera.
