Resolution No. 4407/2017 issued by the Federal Gas Regulatory Authority on 04/24/2017, published in the Official Gazette on 04/27/2017
It established that the Refueling Stations of Compressed Natural Gas (CNG) that purchase natural gas directly from producers or distributors are subject to the set of rules that are set out in the Internal Regulations of the Dispatch Centers, particularly regarding offsets, as is set out in the recitals of this measure.

The Ministry of Energy and Mining backed with resolution from last year. Through resolution 80-E/2017, the Government reversed the effects of article 5 of energy resolution 34-E/2016 (published on April 1, of that year), that forced the retailers, until May 1, to buy only from the distributors the natural gas that later was transformed into CNG. The new rule sets forth that since May 1 of this year, users who purchase natural gas for dispensing of Compressed Natural Gas (CNG) will be able to purchase it from the distributors in their area or directly from producers or traders.

Shlumberger partnered with YPF to develop an area of hydrocarbons in Neuquén as a whole. The European company will provide not only services, but also financing, within the framework of an investment of USD 390 million that will come from Schlumberger. The area that will be explored by YPF and Schlumberger is located in the area called Bandurria Sur, in the massive formation Vaca Muerta, and covers an area about 228.5 square kilometers. The agreement provides a period of exclusivity to negotiate and sign the definitive contracts, and once finalized, SPM will have a 49% participation in unconventional exploitation of the area and YPF, the remaining 51%.

He will be there for two days. First he will stop in Houston, where he will have lunch with investment funds and giants of the energy industry. He will also visit a plant belonging to Tenaris and another owned by Dow Chemical, and on Thursday he will meet with his counterpart in Washington. Macri will propose to the city-based investment funds to put money to crush the Patagonian stone with the promise that his government encourages the possibility that those returns will turn into profit that will return steadily in the next years.

The President visited the industrial complex of Dow Texas Operations, a company that grew thanks to the development of unconventional hydrocarbons. Businessmen heard what they wanted to hear. The President told them: "We need the best companies to come to Argentina to develop the energy potential”. YPF is looking for good partners to operate, but if the partner wants to operate on its own, let them do it, for here Argentine and foreign companies will work". The President put a smile in every oil-man´s face by announcing that he will sign a decree to lower the import tariff of the equipment used for the exploration and extraction of gas and non-conventional oil from 35% to 7%.

Yesterday President Mauricio Macri spoke le in Houston to about 250 businessmen and oil executives and told them his government is working on a regime to lower at least half the tariff to import machinery used in the hydrocarbon industry. It will be for certain capital goods that are used to explore and extract gas and oil, which will have a short term a tariff of 7%. Industry sources are confident that the resolution, in which the Ministries of Production and Energy are working together, could come out in the next few days, possibly next week. Nowadays, the purchases abroad of used machinery are charged between 14% and 35%, depending on the tariff position. In the morning, the president visited the Dow Chemical plant in Oyster Creek, one hour from Houston. The company plans to spend around US $ 2 billion on Vaca Muerta. He then moved to TenarisBayCity (Techint) plant, which will produce steel tubes and is at an advanced stage of the construction process.

Resolución N°4407/2017 dictada por el Ente Nacional Regulador del Gas 24/04/2017, publicada en el Boletín Oficial el 27/04/2017
Establece que las Estaciones de Carga de Gas Natural Comprimido (GNC) que adquieran el gas natural en forma directa de los productores o comercializadores, son sujetos obligados frente al conjunto de normas que configuran los Reglamentos Internos de los Centros de Despacho, particularmente en lo atinente a desbalances, conforme lo expuesto en los considerandos de la presente medida.

El Ministerio de Energía y Minería dio marcha atrás con una resolución del año pasado. Por medio de la resolución 80-E/2017, el Gobierno anuló los efectos del artículo 5 de la resolución 34-E/2016 de Energía (publicada el 1 de abril de aquel año), que obligó a partir del 1 de mayo de 2016 a los expendedores a comprar solamente en las distribuidoras el gas natural que luego transforman en GNC. La nueva norma establece que a partir del 1 de mayo de este año los usuarios que adquieran gas natural con destino a expendio de Gas Natural Comprimido (GNC) podrán adquirirlo a las distribuidoras de su zona o en forma directa a los productores o comercializadores.

Schlumberger se asoció a YPF para desarrollar un área de hidrocarburos en Neuquén en conjunto. La compañía europea aportará servicios, pero también financiamiento, en el marco de una inversión de US$ 390 millones que correrá por cuenta de Schlumberger. La zona que explorarán YPF y Schlumberger se ubica en el área denominada Bandurria Sur, en la masiva formación de Vaca Muerta, y abarca un área de unos 228,5 kilómetros cuadrados. El acuerdo prevé un período de exclusividad para negociar y firmar los contratos definitivos, y una vez finalizados, SPM tendrá una participación del 49% en explotación no convencional del área e YPF, el restante 51%.

Estará dos días. Primero hará escala en Houston, donde almorzará con fondos de inversión y gigantes de la industria energética. Además, visitará una planta de Tenaris y otra de Dow Chemical, y el jueves se reunirá con su homólogo en Washington. Macri vendrá a proponerles a los fondos de inversión basados en la ciudad que pongan dinero para triturar la piedra patagónica con la promesa de que su gobierno alienta la posibilidad de que esos giros se convertirán en ganancias que regresarán sostenidamente en los próximos años.

El Presidente visitó el complejo industrial de Dow Texas Operations, una compañía que creció gracias al desarrollo de hidrocarburos no convencionales. Los empresarios, escucharon lo que querían escuchar. El Presidente les dijo: “Necesitamos que las mejores empresas vengan a la Argentina a desarrollar el potencial energético. YPF está buscando buenos socios para operar, pero si el socio quiere operar por sí mismo, que opere, acá van a trabajar empresas argentinas y extranjeras”. El Presidente dio una noticia que hizo sonreír a todos los petroleros que lo escuchaban. Dijo que firmará un decreto para bajar del 35% al 7% el arancel de importación de equipos usados para la exploración y extracción de gas y petróleo no convencional.

El presidente Mauricio Macri les adelantó ayer en Houston a unos 250 empresarios y ejecutivos petroleros que su Gobierno está trabajando en un régimen para bajar por lo menos a la mitad el arancel para importar maquinaria usada en la industria hidrocarburífera. Será para determinados bienes de capital que se utilizan para explorar y extraer gas y petróleo, que tendrán en un corto plazo un arancel del 7%. Fuentes de la industria confían en que la resolución, en la que trabajan los ministerios de Producción y Energía, podría salir en los próximos días, posiblemente la semana que viene. En la actualidad, a las compras en el exterior de maquinarias usadas se les carga entre un 14% y un 35%, dependiendo de la posición arancelaria. Por la mañana, el mandatario visitó la planta de Dow Chemical en Oyster Creek, a una hora de Houston. La compañía planea desembolsar unos u$s 2000 millones en Vaca Muerta. Luego se trasladó a la planta de TenarisBayCity (de Techint), que producirá tubos de acero y está en un proceso avanzado de construcción.
