The Mining Register is created, in which all natural and legal persons whose main or secondary activity is the practice of exploration, extraction and / or exploitation of minerals denominated as third category, included in the Mining Code, which are: sands, crushed stone and natural earth; both for extraction on public and private land.   Province of Río Negro Resolution No. 18/2017 enacted by the Province of Río Negro, published in the Official Gazette on 03/02/2017. The new amounts corresponding to the transit guides of minerals that are transported or commercialized within the Province are fixed; establishing their value in pesos. The value of the mineral transit guide book issued by the Ministry of Mining is established, and determines that individuals, companies or entities that own deposits in neighboring provinces and perform the treatment of the mineral in the Province of Río Negro, must pay at the exit of the treatment plant the corresponding transit guide. Argentine Mining in the Media   ‘They estimate that lithium production could triple by 2019’ published by Télam on 02/08/2017. "Clearly the world is focusing on Argentina and other (lithium) projects within Argentina," John Kanellitsas, president of Canada's Lithium Americas, told Reuters as part of a meeting of sector executives with national government agents. According to Reuters, at the meeting it was said that Argentina's production of lithium carbonate will almost triple by 2019, and the increase could be even greater if the companies get the financing they are looking for in several projects which are ready to be launched.   ‘Mining producers must re-enroll in the register of this activity’ published by APF Digital on 02/08/2017. On February 28, the deadline for submitting the inscription to the Unique Registry of Mining Producers of the Province of Entre Ríos expires, in accordance with Law No. 10158. The province’s Mining Director, Jorge Tomas, reported that this legislation establishes in Article 10 that "the registration to the Single Registry of Mining Activities is an indispensable requirement and prior to the start of mining activities, which will be effective for the term of one year, and producers must renew it before February 28 of each year.” The mining producers that do not fulfill the established obligations will be subject to fines as established in article 12 of Decree No. 2591/77.   ‘Jujuy signed a cooperation agreement with the Argentine Mining Geological Service’ published by Jujuy Online on 02/09/2017. The Minister of Economic Development and Production, Juan Carlos Abud Robles, headed with the Secretary of Mining, Miguel Soler, the signing of a framework agreement with authorities of the Argentine Mining Geological Service (SEGEMAR), with the aim of strengthening cooperation and to promote mining development in the Province of Jujuy. Regarding the agreement reached, the president of SEGEMAR mentioned that "it is a system of permanent cooperation, between what is the SEGEMAR and what are the needs of the Ministry and the Secretariat of Mining" and extended that "with this, it reaffirms what the 1994 Constitution provided, that the resources of the subsoil belong to the Provinces and that from the Nation what we have to do is to collaborate and give it support".   'They define mining agreement that foresees investments for USD 25,000 million' published by El Cronista on 02/10/2017 After a year of negotiations, the Ministry of Energy put an "end point" to the Federal Mining Agreement. They estimate that 40,000 new jobs can be created. The Ministry of Energy yesterday put an “end point” to the drafting of the Federal Mining Agreement, after a year of meetings with the representatives of the different mining provinces, business chambers and labor unions. The document will be handed to President Mauricio Macri and the provincial governors to be signed and following approval of the congress. All rights reserved.   Eng     MINING NEWS Reporte Mensual Febrero 2017 Novedades Legislativas y Regulatorias   Provincia de Chaco Resolución N° 0012/17, Provincia de Chaco, publicado en el Boletín Oficial el 15/02/2017 Se crea el Registro Minero, en el que deberán inscribirse todas las personas físicas y jurídicas cuya actividad principal o accesoria sea la práctica de prospección, extracción y/o explotación de minerales denominados de tercera categoría, comprendidos en el Código de Minería, estos son: arenas, triturados pétreos y tierra natural; tanto para la extracción en terrenos fiscales como privados.   Provincia de Río Negro Resolución N° 18/17, Provincia de Río Negro, publicado en el Boletín Oficial el 02/03/2017. Se fijan los nuevos montos correspondientes a las guías de tránsito de minerales que se transporten o comercialicen dentro de la Provincia; estableciéndose asimismo su valor en pesos. Se establece el valor del talonario de guías de tránsito de minerales que expide la Secretaría de Minería, y determina que las personas, empresas o entidades que posean yacimientos en provincias vecinas y realicen el tratamiento del mineral en la Provincia de Río Negro, deberán abonar a la salida de la Planta de tratamiento, la correspondiente guía de tránsito. La minería argentina en los medios   ‘Estiman que la producción de litio podría triplicarse para 2019’ publicado por Télam el 08/02/2017. "Claramente el mundo se está enfocando en Argentina y en otros proyectos (de litio) dentro de Argentina", dijo a Reuters John Kanellitsas, presidente de la canadiense Lithium Americas, en el marco de una reunión de ejecutivos del sector con funcionarios del Gobierno nacional. Según publicó Reuters en el encuentro se aseguró que la producción argentina de carbonato de litio casi se triplicará para 2019, y el aumento podría ser aún mayor si las empresas consiguen el financiamiento que están buscando para varios proyectos listos para ser puestos en marcha.   ‘Productores mineros deberán reinscribirse en el registro de esta actividad’ publicado por APF Digital el 08/02/2017. El 28 de febrero vence el plazo para presentar la reinscripción al Registro Único de Productores Mineros de la Provincia de Entre Ríos, de acuerdo con la Ley Nº 10158 El director de Minería de la provincia, Jorge Tomas, informó que esta normativa establece en su Artículo 10º que “es requisito indispensable y previo al inicio de las actividades mineras, la inscripción al Registro Único de Actividades Mineras, que tendrá vigencia por el término de un año, debiendo los productores renovar la misma antes el 28 de febrero de cada año”. Los productores mineros que no cumplimenten las obligaciones establecidas serán pasibles de multas según lo establecido en el artículo 12 del decreto Nº 2.591/77.   ‘Jujuy firmó acuerdo de cooperación con el Servicio Geológico Minero Argentino’ publicado por Jujuy Online el 09/02/2017. El ministro de Desarrollo Económico y Producción, Juan Carlos Abud Robles, encabezó junto al secretario de Minería, Miguel Soler, la firma de un convenio marco con autoridades del Servicio Geológico Minero Argentino (SEGEMAR), con el objetivo de fortalecer los lazos de cooperación y potenciar el desarrollo minero en la Provincia de Jujuy. Sobre el acuerdo alcanzado, el presidente de SEGEMAR hizo mención a que "se trata de un sistema de cooperación permanente, entre lo que es el SEGEMAR y lo que son las necesidades del Ministerio y la Secretaría de Minería” y amplió que "con ello se reafirma lo que Constitución de 1994 dispuso, que los recursos del subsuelo son de las Provincias y que desde la Nación lo que tenemos que hacer es colaborar y darle apoyo”.   ‘Definen acuerdo minero que prevé inversiones por u$s 25.000 millones’ publicado por El Cronista el 10/02/2017. Después de un año de negociaciones, el Ministerio de Energía puso "punto final" al Acuerdo Federal Minero. Estiman que pueden crearse 40.000 nuevos empleos. El Ministerio de Energía y Minería le puso ayer "punto final" a la redacción del Acuerdo Federal Minero, tras un año de reuniones con los representantes de las provincias mineras, cámaras empresarial y sindicatos. El documento se lo entregarán al presidente Mauricio Macri y a los gobernadores provinciales para su firma y la posterior ratificación del Congreso. El acuerdo "busca afianzar una política de Estado federal para homogeneizar y racionalizar los instrumentos de política minera, creando así una nueva plataforma de despegue de la actividad, en un ámbito que cuente con la debida licencia social, promueva la responsabilidad ambiental y optimice los beneficios económicos de la misma, ofreciéndole a los inversores y a las comunidades las garantías de confianza y previsibilidad que solo los marcos legales ofrecen", informó la cartera que conduce Aranguren.   Para mayor información, por favor, contáctese con:    Luis E.
