Article 7 regulates the creation of the Public Trust Fund called “Fund for the Development of Renewable Sources of Energy” (FODER after its Spanish acronym).   Joint Resolution No. 1-E/2017 issued by the Minister of Energy and Mining and the Minister of Environment and Sustainable Development on 06/30/2017, published in the Official Gazette on 07/30/2017 It approves the feasibility of the following projects: “Hydroelectric Exploitation of Santa Cruz River President Nestor Kirchner – Governor Jorge Cepernic” within the National and International Competitive Bidding for the contract to execute such projects awarded to the Joint Venture China Gezhouba Group Company Limited, Electroingeniería Stock Corporation and Hidrocuyo Stock Corporation.   Autonomous City of Buenos Aires Law No. 5,822 issued by the Legislative Power on 06/01/2017, published in the Official Gazette on 06/27/2017 The Autonomous City of Buenos Aires adheres to the Federal Law No. 26,190 which regulates the “National Program for the Promotion of the Use of Renewable Sources of Energy aimed for Electric Power Generation” and its amending Law No. 27,191.   Province of Entre Ríos Decree No. 1,556/17 issued by the Executive Power on 06/08/2017, published in the Official Gazette on 06/19/2017 It summons those interested to contribute towards the implementation of public policies related to renewable sources of energy and developing infrastructure, production and exploitation projects linked to the energetic renewable systems.   Province of La Rioja Decree No. 580/17 issued by the Executive Power on 06/08/2017, published in the Official Gazette on 06/16/2017 It authorizes the implementation of administrative, judicial and legal acts by the Secretariat of Land and Social Habitat for the Electric Power Generation Projects from Renewable Sources which will allow them to count on ownership guarantees to usufruct the land during the development of the Project, in accordance with the conditions to be taken into consideration hereto and establishes the procedure to be followed.   Province of Mendoza Law No. 8, 986 issued by the Legislative Power on 06/27/2017, published in the Official Gazette on 06/29/2017 This Law provides for the creation of the “Trust Fund of High Voltage Electric Infrastructure Plan, Isolated Zones and Zones to be Developed”, whose main functions will be to finance (i) electric works with the purpose of avoiding supply risk situations and (ii) electric power generation projects. To achieve its objectives, the fund may grant facilities, perform capital contributions and grant guarantees to support work repayment, or electric power sales contracts to subscribe with CAMMESA. Energy in the Media   “$5,816 million will be invested in four electric resellers in the Province of Buenos Aires”, published by La Nación on 05/08/2017 Desarrolladora Energética S.A. (DESA after its Spanish acronym) will invest ARS 1,816 million during the next five years in its electric resellers EDEN, EDES, EDEA and Edelap, reaching the largest part of the area of the Province of Buenos Aires. The project seeks to improve technical and users’ attendance quality levels, including enlargement and renewal of sub-transmission network structural works, replacement of average voltage network and technological innovation. “13 million USD will be invested to set up 220 electric car recharging posts” published by El Cronista on 05/24/2017 The Ministers of Transport and Production analyzed in the offices of YPF the agreement between the companies QEV Argentina and the international group ABB, related to the recharging posts for electric vehicles and present one of the devices which will be installed in the service stations of YPF. The project will have a first phase to install 220 ABB chargers in 110 service stations of YPF. The chargers have a quick charge capacity (lasting from 15 to 30 minutes for 90% of the battery), speed achieved after the continuous deliver of 50kw capacity. “Argentina is one of the countries with greatest potential for renewable energies” published by Diario BAE on 05/30/2017 Development opportunities for the sector of renewable energies in Argentina appear 12th in the ranking which tests forty countries, carried out by the consultant Ernst & Young (E&Y). The position of Argentina is growing in the Renewable Energy Country Attractiveness Index, compared to previous analyses, even though regarding the levels of the region Chile (6th) and Mexico (9th) excel Argentina. The first positions correspond to China, India and United States. Between the first ten countries appear Germany (4th), Australia (5th), Japan (7th), France (8th) and United Kingdom (10th). “It is expected to add 20,000 MW to the generating facility for 2025 with an investment of USD 42,000 million” published by Telam on 07/01/2017 The power generation projects which have a certain possibility of being finished will add 20,000 MW for 2025 to the 34,000 MW current capacity available, needing an investment of USD 24,000 million. Este artículo se refiere a la creación del Fondo Fiduciario Público denominado “Fondo para el Desarrollo de Energías Renovables” (FODER).   Resolución Conjunta 1-E/2017, dictada por el Ministerio de Energía y Minería y el Ministerio de Ambiente y Desarrollo Sustentable el 30/06/2017, publicada en el Boletín Oficial el 03/07/2017 Aprueba la factibilidad de las obras “Aprovechamientos Hidroeléctricos del Río Santa Cruz Presidente Dr. Néstor Kirchner - Gobernador Jorge Cepernic”, en el marco de la licitación pública nacional e internacional para la contratación de la ejecución de dichas obras adjudicadas a la Unión Transitoria de Empresas (UTE) conformada por China Gezhouba Group Company Limited, Electroingeniería Sociedad Anónima e Hidrocuyo Sociedad Anónima.   Ciudad Autónoma de Buenos Aires Ley N° 5.822, dictada por el Poder Legislativo el 01/06/2017, publicada en el Boletín Oficial el 27/06/2017 La Ciudad Autónoma de Buenos Aires adhiere a la Ley Nacional 26.190 “Régimen de Fomento Nacional para el Uso de Fuentes Renovables de Energía Destinada a la Producción de Energía Eléctrica” y su modificatoria, la Ley 27.191.   Provincia de Entre Ríos Decreto N° 1.556/17, dictado por el Poder Ejecutivo el 08/06/2017, publicada en el Boletín Oficial el 19/06/2017 Dispone convocar a los interesados en realizar aportes para la implementación de políticas públicas vinculadas a las energías renovables, y desarrollar integralmente proyectos de infraestructura, producción y explotación vinculados a los sistemas energéticos renovables.   Provincia de La Rioja Decreto N° 580/17, dictado por el Poder Ejecutivo el 08/06/2017, publicado en el Boletín Oficial el 16/06/2017 Autoriza a la Secretaría de Tierras y Hábitat Social a implementar las acciones administrativas, jurídicas y legales correspondientes para que los Proyectos de Generación de Energía Eléctrica a partir de Fuentes Renovables que se desarrollen en la provincia cuenten con las garantías dominiales para usufructuar el terreno por el tiempo estipulado para el desarrollo del proyecto, de acuerdo a las consideraciones tenidas en cuenta en el presente y establece la metodología a seguir.   Provincia de Mendoza Ley N° 8.986, dictado por el Poder Legislativo el 27/06/2017, publicada en el Boletín Oficial el 29/06/2017 Dispone crear el "Fondo Fiduciario del Plan de Infraestructura Eléctrica de Alta Tensión, Zonas Aisladas y Zonas a Desarrollar", cuyas principales funciones serán financiar (i) obras eléctricas tendientes a evitar situaciones de riesgo de abastecimiento y (ii) proyectos de generación de energía eléctrica. Para lograr sus objetivos, el fondo podrá otorgar facilidades, realizar aportes de capital, y otorgar garantías para respaldar el repago de obras o los contratos de compraventa de energía eléctrica que se suscribirán con CAMMESA. Energía en los medios   “Invertirán $5816 millones en cuatro distribuidoras eléctricas bonaerenses”, publicado por La Nación el 08/05/2017 El grupo Desarrolladora Energética SA (DESA) invertirá $5816 millones en los próximos cincos años en sus distribuidoras eléctricas EDEN, EDES, EDEA y Edelap, que cubren la mayor parte del territorio bonaerense. El proyecto busca mejorar los niveles de calidad técnica y de atención a los usuarios, incluyendo obras estructurales con ampliación y renovación de red de subtransmisión, reposición de red de media tensión e innovación tecnológica. “Invertirán USD 13 millones para instalar 220 postes de recarga de autos eléctricos”, publicado por El Cronista el 24/05/2017 Los ministros de Transporte y de Producción analizaron en las oficinas de YPF el acuerdo con las empresas QEV Argentina y el grupo internacional ABB, referido a puestos de recarga para vehículos eléctricos, y presentaron uno de los equipos que se instalarán en las estaciones de servicio de YPF. El proyecto tendrá una primera fase que contempla la instalación de 220 cargadores ABB en 110 estaciones de servicio de YPF. Los cargadores poseen capacidad de carga rápida (15 a 30 minutos para el 90 % de la batería), velocidad que se logra a partir de la entrega continua de 50 kw de potencia. “Argentina es uno de los países con mayor potencial en energías renovables”, publicado por Diario BAE el 30/05/2017 Las oportunidades de desarrollo en el sector de energías renovables en la Argentina figuran en el puesto N° 12 del ranking que evalúa la performance de cuarenta países, elaborado por la consultora Ernst & Young (E&Y). La posición de la Argentina figura en alza en el Renewable Energy Country Attractiveness Index, en comparación con análisis anteriores, aunque a nivel de la región es superada por Chile (6) y México (9). Las tres primeras posiciones corresponden a China, India y Estados Unidos. Entre los primeros diez países, figuran también Alemania (4), Australia (5), Japón (7), Francia (8) y el Reino Unido (10). “Se proyecta sumar 20.000 MW al parque generador hacia 2025 con una inversión de USD 42.000 millones”, publicado por Telam el 01/07/2017 Los proyectos de generación eléctrica que hoy tienen posibilidad cierta de concreción podrán sumar hacia 2025 unos 20.000 MW de potencia, lo que se sumará a los 34.000 MW disponibles en la actualidad, con una necesidad de inversiones por USD 42.000 millones.
