If you cannot see this mail click here | Si no puede ver el correo haga click aquí Esp     ENERGY NEWS Monthly Report January 2017 Legislative News and Regulations   Resolution No. 20-E/2017 issued by the Secretariat of Electric Power on 01/27/2017, published in the Official Gazette on 02/01/2017 This Resolution approves the Summer Seasonal Reschedule for the Wholesale Electricity Market (MEM after its Spanish acronym) promoted by the Wholesale Electric Market Management Company (CAMMESA after its Spanish acronym), for the period from February 1 2017 to April 30 2017.   Resolution No. 19-E/2017 issued by the Ministry of Energy and Mining on 01/27/2017, published in the Official Gazette on 02/02/2017 It modifies payment criteria for generators, co generators and self-generator agents and creates a new payment scheme with fixed prices in US dollars. Moreover, the new regulation reimburses guaranteed power accessibility and also creates incentives to promote the operative efficiency related to oil consumption in thermal generation. According to the recitals of Resolution No. 19 – E/2017, the new scheme adapts for the midterm the payment criteria during reasonable, predictable and efficient economic conditions, it also recognizes the need to establish regulatory mechanisms to transfer direct responsibility for demand recruitment to Supplier and Large User Agents of the Wholesale Electric Market.   Resolution No. 40-E/2017 issued by the Ministry of Energy and Mining on 24/02/2017, published in the Official Gazette on 01/03/2017 It postpones the term for Wholesale Electricity Market Supply Contracts from Renewable Resources established by Article No. 1 Resolution No. 301 until March 31, 2017 inclusive. The result was greater than for the tender put forward for 1,000 MW. This interest means an investment of 5,000 million USD. The Secretariat of Electric Power will resolve the final acceptance of the offers on June 14. The assessment will be based on the benefits that the incorporation of the new generation means to the system, in terms of reduction of operation and maintenance costs and reduction of faults. “Investments for 250 million USD in renewable resources were announced” published by El Cronista on 03/01/2017 Fieldfare, the Anglo-Spanish company, arranged with the Ministry of Production an investment of 250 million USD after winning the bid of rounds 1 and 1.5 of Renovar Program to develop a project of renewable energy of 180 MW. It was at the company meeting between Argentina and Spain which took place in the office of the Spanish Confederation of Company Organizations (CEOE after its Spanish acronym) and the Minister of Production, Francisco Cabrera, represented the government. “This trip is already a success”, said Cabrera before the beginning of the business encounter, where a lot of SME´s converged. All rights reserved.   Eng     ENERGY NEWS Reporte Mensual Enero 2017 Novedades legislativas y regulatorias   Resolución N° 20-E/2017 dictada por la Secretaría de Energía Eléctrica el 27/01/2017, publicada en el Boletín Oficial el 01/02/2017 Aprueba la Reprogramación Estacional de Verano para el MERCADO ELÉCTRICO MAYORISTA (MEM) elevada por la COMPAÑÍA ADMINISTRADORA DEL MERCADO MAYORISTA ELÉCTRICO (CAMMESA), correspondiente al período comprendido entre el 1 de febrero de 2017 y el 30 de abril de 2017.   Resolución N° 19-E/2017 dictada por el Ministerio de Energía y Minería el 27/01/2017, publicada en el Boletín Oficial el 02/02/2017 Modifica criterios de remuneración para agentes generadores, cogeneradores y autogeneradores, y crea un nuevo esquema de remuneración con precios fijados en dólares. Entre distintos aspectos, la nueva reglamentación remunera disponibilidades de potencia garantizada y crea incentivos para promover la eficiencia operativa vinculada con el consumo de combustibles en la generación térmica. De acuerdo con los considerandos de la Resolución 19 - E/2017, el nuevo esquema adapta para el mediano plazo los criterios de remuneración a condiciones económicamente razonables, previsibles y eficientes, a fin de propiciar inversiones en el sector, al mismo tiempo que reconoce la necesidad de implementar los mecanismos regulatorios necesarios para transferir la responsabilidad directa de la contratación de su demanda a los Agentes Distribuidores y Grandes Usuarios del MEM.   Resolución N° 40-E/2017 dictada por el Ministerio de Energía y Minería el 24/02/2017, publicada en el Boletín Oficial el 01/03/2017 Prorroga el plazo para los Contratos de Abastecimiento MEM a partir de Fuentes Renovables establecido en el Artículo 1 de la Resolución N° 301 hasta el 31 de marzo de 2017 inclusive. A partir de ese acto administrativo, comenzará a correr el plazo de 480 días para construir la proyectada planta fotovoltaica en la Puna. “El recambio energético que se viene”, publicado por La Nación el 06/02/2017 Según reconocidos especialistas argentinos y del exterior, al final de este siglo, en 85 años, las energías renovables dominarán la matriz energética. Estos tiempos son cuestionados por el empresario y profesor de Princeton Tony Seba, quien explica de forma plausible que, en sólo 15 años y sin ninguna intervención mayor del Estado, toda la energía que consumirá la humanidad será renovable ("Clean disruption of energy and transportation", 2014). “El Ministerio de Energía y Minería recibió ofertas por más de 6.600 MW para nueva generación térmica”, publicado por Mercado Eléctrico Net el 16/01/2017 En el marco de la licitación para instalar nueva generación térmica con compromiso de disponibilidad en el MEM, según la Resolución 21/2016 de la Secretaría de Energía Eléctrica, se recibieron 61 ofertas de 24 grupos empresarios por un total de 6.607 MW. El resultado fue muy superior a la convocatoria lanzada por 1.000 MW. El interés demostrado por los oferentes implica un monto de inversión asociado de 5.000 millones de dólares. La Secretaría de Energía Eléctrica resolverá la aceptación final de las ofertas el 14 de junio. La evaluación se realizará sobre la base de los beneficios que la incorporación de la nueva generación le signifique al sistema, en cuanto a reducción de costos de operación y mantenimiento, y reducción de fallas. “Anuncian inversiones en energías renovables por USD 250 millones”, publicado por El Cronista el 01/03/2017 La compañía hispano-británica Fieldfare acordó con el Ministerio de Producción una inversión de USD 250 millones tras ganar la licitación de la subasta Renovar 1 y 1.5 para desarrollar un proyecto de energías renovables por 180 MW. Fue en el marco del encuentro interempresario entre la Argentina y España, que se llevó a cabo en la sede de la Confederación Española de Organizaciones Empresarias (CEOE), y en el cual el ministro de Producción, Francisco Cabrera, ofició de enlace por el Gobierno. Así, Fieldfare busca crecer en nuestro país en el negocio de baterías de litio. "Esta gira ya es un éxito", había dicho Cabrera antes del inicio de los encuentros de negocios, en el que convergieron cientos de Pymes.
